CONTENT

 

The bill would amend the School Aid Act to provide supplemental appropriations for fiscal year (FY) 2023-24 and 2024-25. For FY 2024-25, the bill contains $100 placeholders for both the Pre K-12 and the Universities and Financial Aid budgets. For FY 2023-24, the bill contains a $3.3 million reappropriation of Federal Coronavirus State Fiscal Recovery Funds for the Community College Academic Catch-Up Program.

 

The Community College Academic Catch-Up Program was a $10.0 million one-time appropriation originally included in the FY 2022-23 budget. The original appropriation specified that the funds be awarded to the Michigan Community College Association (MCCA), and that the MCCA use the funds to issue subgrants to community colleges to combat learning loss due to the COVID-19 pandemic. Approximately $3.3 million of the total $8.7 million awarded under the program was awarded to subgrantees during FY 2023-24. Because the original appropriation was not given work project status, this appropriation is necessary to allow for the tracking of the FY 2023-24 subgrants in the State’s accounting system. The remaining $1.3 million was returned to the State and subsequently repurposed.

 

FISCAL IMPACT

 

While the bill would increase FY 2023-24 gross appropriations for the Community Colleges budget by $3.3 million, the bill would not result in a net increase in actual expenditures, as the funds had already been appropriated in FY 2022-23, but the actual expenditure of those funds did not occur until FY 2023-24.
