Imam Sohail Chaudhry, Resident Imam of the Islamic Center of East Lansing in East Lansing, offered the following invocation:
“Assalam Alaykum (Peace be with you)
In remembrance of three young MSU students who lost their innocent lives two years ago, their families and friends, for our mourning community and in remembrance of thousands of innocent lives lost in the Middle East I hope that God Almighty bless this house and our leadership, I pray with the following words from the Holy Quran:
Arabic recitation (5:32)
‘...Whoever took an innocent life then it is, as if he killed the entire humanity and whoever saved an innocent life then it is, as if he saved the entire humanity...’
Arabic recitation (1:1-7)
‘All praise and thanks belong to the Lord of all creation. The Merciful, the Oft-Forgiving. The Master of the Day of Judgment. You alone O God we worship and You alone O God we seek help from. So guide us to the upright path. The path of those you blessed. Not the path of those You were angry with. Nor the path of those who went astray.’
May God’s guidance, mercy, healing and help lead us to a better future.
Amen.”

Motions and Resolutions
Reps. Tisdel, Glanville and Mentzer offered the following resolution:
House Resolution No. 16.
A resolution to declare January 2025 as Radon Action Month in the state of Michigan.
Whereas, Radon is a tasteless, odorless, colorless, radioactive gas that occurs as a result of the natural breakdown of uranium in soil and rock. It sometimes enters homes through openings in the foundation floor or walls; and
Whereas, Exposure to elevated levels of radon indoors is the leading environmental cause of lung cancer and is the second leading cause of lung cancer behind smoking in the United States; and
Whereas, The United States Environmental Protection Agency recommends that homes with radon levels at or above 4 picocuries per liter (pCi/L) should be mitigated to reduce the lung cancer risk of occupants; and
Whereas, Approximately 26 percent of all valid radon tests conducted statewide returned results at or above 4 pCi/L; and
Whereas, Any home, regardless of age, structural type, or geographic location, may have elevated levels of radon even if nearby homes do not; and
Whereas, Testing for radon is easy and inexpensive, and the risk of developing lung cancer can be significantly decreased by reducing elevated radon levels found indoors; and
Whereas, Radon-resistant techniques can be used during the construction of new residential structures to reduce the lung cancer risk associated with radon; and
Whereas, The Michigan Department of Environment, Great Lakes, and Energy, Michigan’s local health departments, and other statewide partners are working to inform all Michiganders about radon and actions that can be taken to reduce indoor radon exposure; now, therefore, be it
Resolved by the House of Representative, That the members of this body declare January 2025 as Radon Action Month in the state of Michigan.
The question being on the adoption of the resolution,
The resolution was adopted.
The Speaker assumed the Chair.
The Speaker, on behalf of the entire membership of the House of Representatives, offered the following resolution:
House Resolution No. 17.
A resolution of tribute offered as a memorial for James McNutt, former member of the House of Representatives.
Whereas, It was with great sorrow that the members of the House of Representatives learned about the passing of James McNutt. He will be remembered as a dedicated public servant by his constituents in the Midland County area and the people of the State of Michigan; and
Whereas, James McNutt earned his bachelor’s and master’s degrees in criminal justice from his beloved Michigan State University, where he remained a lifelong member of the MSU Alumni Association; and
Whereas, James McNutt dedicated his life to serving others through law enforcement, working as a probation and parole agent before being appointed as the Midland County Sheriff in 1976. He also served as the President of the Michigan Sheriff’s Association and as a member of the National Sheriff’s Association. His dedication to his work was recognized by his colleagues and community, and he was awarded the Liberty Bell Award by the Michigan Bar Association; and
Whereas, James McNutt was first elected to the House of Representatives in 1990, where he would serve his constituents with distinction for the next eight years. James McNutt quickly made a name for himself in the state capitol, and his continued dedication to law enforcement was recognized by his receipt of the Legislator of the Year Award in 1996 from the Fraternal Order of Police and the Michigan Association of Chiefs of Police. His contributions to the House of Representatives continued to be recognized after his retirement, with James McNutt being honored with a Legislative Tribute in 2021. James McNutt is remembered by his colleagues as an honorable public servant and someone who approached his life and work with strong principles, deep convictions, and a good sense of humor; and
Whereas, After his retirement from the House of Representatives, James McNutt stayed active in his community, which included involvement with organizations such as the Kiwanis Club, Knights of Columbus, and Senior Services, and serving on the boards of organizations such as Cleveland Manor and the Michigan Mental Health Association; and
Whereas, During retirement, James McNutt also enjoyed his favorite pastimes, continuing his love of the outdoors with adventures involving gardening, hunting, woodworking, boating, and fishing, for which he received two Master Angler Awards. You could also find him cheering on his favorite Michigan sports teams, which included his beloved Spartans, Detroit Tigers, Detroit Lions, and even the archrival Michigan Wolverines; and
Whereas, Upon James McNutt’s passing, we offer our condolences to his loved ones. James McNutt’s contributions to this chamber and the State of Michigan will be remembered; now, therefore, be it
Resolved by the House of Representatives, That we offer this expression of our highest tribute to honor the memory of James McNutt, a member of the House of Representatives from 1991 to 1998; and be it further
Resolved, That copies of this resolution be transmitted to the McNutt family as evidence of our lasting esteem for his memory.
The question being on the adoption of the resolution,
The resolution was adopted by unanimous standing vote.
