A bill to prohibit certain state and local governmental entities from requiring pregnancy resource centers to offer abortion services or provide a referral for abortion services; and to provide for the powers and duties of certain state and local governmental officers and entities.

the people of the state of michigan enact:

Sec. 1. As used in this act, "pregnancy resource center" means a private nonprofit organization that promotes childbirth and alternatives to abortion and that provides referrals and information related to pregnancy.

Sec. 3. (1) This state shall not require a pregnancy resource center to do either of the following:

(a) Offer to perform abortion services.

(b) Provide a referral for abortion services.

(2) This state shall not prohibit a pregnancy resource center from providing pregnancy care, pregnancy counseling services, or other services related to pregnancy and the postpartum period because the pregnancy resource center does not perform or provide a referral for abortion services.

Sec. 5. (1) A local unit of government shall not require a pregnancy resource center to do either of the following:

(a) Offer to perform abortion services.

(b) Provide a referral for abortion services.

(2) A local unit of government shall not prohibit a pregnancy resource center from providing pregnancy care, pregnancy counseling services, or other services related to pregnancy and the postpartum period because the pregnancy resource center does not perform or provide a referral for abortion services.
