A bill to amend 1936 (Ex Sess) PA 1, entitled

"Michigan employment security act,"

(MCL 421.1 to 421.75) by adding section 54i.

the people of the state of michigan enact:

Sec. 54i. The unemployment agency shall not do any of the following unless approved by resolution of both houses of the legislature:

(a) Assign a member of its investigations division to another division within the unemployment agency.

(b) Rescind or discontinue a rule that requires the unemployment agency to delay the first payment of a newly filed claim for unemployment benefits for not less than 10 business days.

(c) Rescind or discontinue a rule used by a computer system to detect any of the following:

(i) A claimant that uses a blacklisted email domain or blacklisted IP address.

(ii) A claimant with an out-of-state physical address.

(iii) Claimants that have the same information in separate claims, including, but not limited to, any of the following:

(A) Bank account.

(B) IP address.

(C) Physical address.

(iv) Any other possible fraudulent activity, including, but not limited to, the distance between the IP address used by the claimant and the claimant's physical address.
