CONTENT
The bill would amend Part 435 (Hunting and Fishing Licensing) of the Natural Resources and Environmental Protection Act to do the following:
-- Allow an adult or minor child who had a developmental disability and could not complete hunter safety training to hunt with a mentor in compliance with the Mentored Hunting Program.
-- Modify the Mentored Youth Hunting Program to become the Mentored Hunting Program.
-- Specify that a mentored hunting license would be free of charge for an individual with a developmental disability.

FISCAL IMPACT
The bill would likely have a minor negative fiscal impact on revenues for the Department of Natural Resources (DNR). The extent of this impact is currently unknown, but the bill would expand the number of residents who qualify for the mentored hunting program and are exempt from the associated license fee to include those with developmental or intellectual disabilities. This is limited to individuals who are unable to successfully complete a hunter safety course. Implementing the bill is unlikely to affect costs to the DNR.
