CONTENT

 

The bill would amend the public employment relations Act to delete a prohibition against a public school employer using public school resources to assist a labor organization in collecting dues or service fees from the wages of public school employees.

BRIEF RATIONALE

 

According to testimony, the standard model for a school aiding a labor organization in collecting dues or service fees is a one-time transfer of information from the school to their teacher's union. Reportedly, in practice, this prevents a teacher from having to walk around the school and collect information to send to the teacher's union, freeing up valuable time and ensuring a more efficient process for the union. Firefighters and police officers are authorized to aid a labor organization in collecting dues and fees and so it has been suggested that public school employers be allowed to do so.

FISCAL IMPACT

 

The bill would have a minimal fiscal impact on local schools. The cost would be one-time in nature to make payroll changes, which would be minimal and part of current school operation abilities.
