CONTENT
The bill would amend the Michigan Election Law to require the training of precinct inspectors by either the Director of Elections or a county, city, or township clerk to include training on precinct inspectors conducting regular balancing checks.
Currently, the Director of Elections must conduct training schools throughout Michigan before the general November election, and before other elections as the Director considers advisable, for county clerks and their representatives with respect to the conducting of election in accordance with the election laws. The Director must train all county, city, and township clerks who are involved in the training of precinct inspectors. That training must include team training and monitoring of their performance as trainers. The Director must conduct all precinct inspector training in counties where the clerk has not been accredited to conduct the training schools.
Under the bill, the training of precinct inspectors by either the Director or a county, city, or township clerk would have to include training on precinct inspectors conducting regular balancing checks at least once every hour in each precinct on election day to confirm that the total number of ballots issued at a precinct matched the total number of ballots tabulated by the precinct tabulator at that precinct.
