A bill to amend 1968 PA 319, entitled
"An act to provide a uniform crime reporting system; to provide for the submitting of such report to the department of state police; to require submission of the report by certain police agencies; to require the reporting on wanted persons and stolen vehicles; to require the reporting of information regarding certain persons and unidentified bodies of deceased persons; to prescribe certain powers and duties of law enforcement agencies; and to vest the director of the department of state police with certain authority,"
by amending section 1 (MCL 28.251).
the people of the state of michigan enact:
Sec. 1. (1) The
police department of each city or village, any duly constituted police
department of a township, and the sheriff's department of each county, once
each month upon on a date and form prescribed and
furnished by the director of the department of state police, shall forward to
the department of state police a crime report. Each reporting department shall
report only on cases within its jurisdiction and upon which it is making, or
has made, the primary police investigation. The report shall must be called the uniform crime report
and shall must cover crimes reported and otherwise processed
during the month preceding the month of the report. It shall The report must contain the number and nature of
offenses committed, the disposition of such those offenses
and such any other information as the director of
state police shall specify specifies relating to the method,
frequency, cause, and prevention of
crime. Under no circumstances shall must the name of any person be reported.
(2) In addition to the information described in subsection (1), the report must include all of the following:
(a) The number of civilian stops made by the officers of the department submitting the report.
(b) The number of
shooting incidents involving officers of the department submitting the report.
(c) All incidents of use of force involving officers of the department submitting the report.
(d) The racial,
ethnic, and gender demographic data, or disability status of the individuals
who were subject to subdivisions (a) to (c) by the officers of the department
submitting the report.
(e) The badge
number of each officer of the department who engaged in the conduct described
under subdivisions (a) to (c).
(f) The racial demographics of the officers of the department who engaged in the conduct described under subdivisions (a) to (c).
(g) The date and
location of each incident described in subdivisions (a) to (c).
(3) The department of state police shall publish the reports received under subsection (1) on its website.
