Sec. 201. In accordance with section 30 of article IX of the state constitution of 1963, total state spending from state sources in this appropriation act for the fiscal year ending September 30, 2020 is $3,861,300.00 and state spending from state sources to be paid to local units of government is $0.00.

Sec. 202. The appropriations made and expenditures authorized under this act and the departments, commissions, boards, offices, and programs for which appropriations are made under this act are subject to the management and budget act, 1984 PA 431, MCL 18.1101 to 18.1594.

DEPARTMENT OF HEALTH AND HUMAN SERVICES

Sec. 301. The department shall increase the practitioner rates paid for current procedural terminology (CPT) codes in psychiatric diagnostic procedures through Medicaid fee-for-service and through the Medicaid health plans by 15% for psychiatric diagnostic procedure provided for Medicaid beneficiaries under the age of 21. It is the intent of the legislature that the CPT specific rates paid through the Medicaid health plans are not increased by a uniform 15% but reflect the greater of either the actual rates paid

during the previous fiscal year or 100% of the Medicare rate received for those services on the date the services are provided.
