CONTENT


 

The bill would amend the Fostering Futures Scholarship Trust Fund Act to allow an eligible foster care student to apply for a scholarship if, in addition to satisfying other criteria, the student were attending a trade school or technical school. 

 

Currently, a foster care student is eligible for a scholarship if all of the following apply:

 

 --    The student was in foster care after his or her 13th birthday due to abuse or neglect.

 --    The student has an unmet financial education need.

 --    The student has completed the application and submitted the required documentation.

 --    The student maintains satisfactory academic progress.

 

In addition to the above, the student is eligible if he or she is attending an institution of higher education in the State. Under the bill, the student would be eligible if he or she were attending an institution of higher education, or a trade school or technical school as those terms are defined in the bill.

FISCAL IMPACT

 

The bill would have no significant fiscal impact on the State and no fiscal impact on local government. As the total appropriations and charitable donations are the constraint on total scholarship amounts made to the program, adding a new type of institution eligible to receive scholarships would allow a broader population of students to apply without necessarily increasing the cost to the State.

 

From fiscal year (FY) 2014-15 through FY 2018-19, the Michigan Department of Health and Human Services (DHHS) budget has appropriated a total of approximately $3.5 million towards Fostering Futures scholarships. The table below shows details of the 386 recipients of the Fostering Futures Scholarship program for FY 2017-18 (the most recent available full fiscal year data).
