CONTENT

The bill would amend the Michigan Election Law to divide the State into eight regions for the selection of members of the State Board of Education and to designate a schedule for selecting members from specified regions beginning in 2022.

Specifically, beginning on its effective date, the bill would require the State to be divided into eight regions for each political party to select members of the State Board of Education. The regions would be constituted as follows:

-- Region 1: Alger, Baraga, Chippewa, Delta, Dickson, Gogebic, Houghton, Iron, Keweenaw, Luce, Mackinac, Marquette, Menominee, Ontonagon, and Schoolcraft Counties.

-- Region 2: Alcona, Alpena, Antrim, Arenac, Benzie, Charlevoix, Cheboygan, Clare, Crawford, Emmet, Gladwin, Grand Traverse, Iosco, Kalkaska, Lake, Leelanau, Manistee, Mason, Missaukee, Montmorency, Ogemaw, Osceola, Oscoda, Otsego, Presque Isle, Roscommon, and Wexford Counties.

-- Region 3: Gratiot, Ionia, Isabella, Kent, Mecosta, Midland, Montcalm, Muskegon, Newaygo, Oceana, and Ottawa Counties.

-- Region 4: Bay, Genesee, Huron, Lapeer, Saginaw, St. Clair, Sanilac, Shiawassee, and Tuscola Counties

-- Region 5: Allegan, Barry, Berrien, Branch, Cass, Calhoun, Kalamazoo, St. Joseph, and Van Buren Counties

-- Region 6: Clinton, Eaton, Hillsdale, Ingham, Jackson, Lenawee, Livingston, Monroe, and Washtenaw Counties.

-- Region 7: Macomb and Oakland Counties.

-- Region 8: Wayne County.

Beginning on the bill's effective date, each political party could nominate candidates for membership on the State Board of Education who were residents of the regions designated below at its fall State convention in the years designated below, or any member elected to and serving a term of office on the Board on the bill's effective date:

-- 2022 and every eight years thereafter, a member from Regions 4 and 8 each.

-- 2024 and every eight years thereafter, a member from Regions 6 and 7 each.

-- 2026 and every eight years thereafter, a member from Regions 1 and 2 each.

-- 2028 and every eight years thereafter, a member from Regions 3 and 5 each.
