Reverend Melany Chalker of Marshall United Methodist Church of Marshall offered the following invocation:

Gracious and Holy God, known by many names—Justice, Righteousness, Goodness, and Grace—we ask Your presence among us. Bless those gathered here today—those who have been called to lead and protect this beautiful state in which we live and work and play.

Help them, as leaders, not to ask “How do we fix this?” but “What do we need to learn from this?”, “How might we need to change?”, and “To whom do we need to listen?” Remind each of them that they are not only leaders but servants. There is no greater calling than to serve others as they seek the common good of all.

Remind them that, no matter what our beliefs are, everyone—youth, middler, elderly, gay, straight, transgender, black, white, Hispanic or Asian, Muslim, Jew, Hindu, or Sikh, Christian, atheist, agnostic or non-affiliated—everyone is our neighbor. It is said that peoples are judged by their care for the children, the elderly, the poor, those who are hungry, those who have no homes, those who are ill in body, mind, or spirit, the strangers and immigrants in our midst, those who live on the margins, and those who are alone and forgotten.

Grant each gathered here the wisdom and courage to know and do what is right and good and true. May they speak when it is time to speak, and listen patiently and receptively when it is time to listen. May they always be guided by the spirit of community, kindness, justice, and love.

This we pray, united as one humanity. Amen.

Senate Concurrent Resolution No. 18.

A concurrent resolution to oppose the inclusion of labor peace agreements in the Marijuana Regulatory Agency’s permanent rules and to oppose the inclusion of labor peace agreements or any similar construct in the administrative rules of this state.

The House of Representatives has adopted the concurrent resolution and named Representative Crawford as co-sponsor of the concurrent resolution.

Senators Schmidt, Lucido, MacGregor, Bizon, Geiss, McMorrow, Bullock, MacDonald, Wojno, Chang, VanderWall, Brinks, McCann and Bayer offered the following resolution:

Senate Resolution No. 97.

A resolution to recognize February 2020 as School-Based Health Care Awareness Month.

Whereas, Michigan’s school-based and school-linked health centers (also known as child and adolescent health centers) have been delivering comprehensive primary healthcare, mental healthcare, and prevention services for over 30 years; and

Whereas, There are over 125 school-based and school-linked health centers and programs in the state of Michigan that provide a range of primary, preventive, early intervention, and mental health services to children and youth of all grade levels in urban, rural, and suburban schools across the state; and

Whereas, Children and youth served by school-based and school-linked health centers show improved rates of school attendance, enhanced scores on standardized tests, less absenteeism due to illness, and increased immunization rates, while also having their wellness and healthcare needs addressed; and

Whereas, School-Based Health Care Awareness Month is a time to acknowledge the commitment and passion that school-based and school-linked health center staff and parent/guardians show for all Michigan children and youth; and

Whereas, We also recognize the critical role these individuals play in improving the health and well-being of all Michigan children; now, therefore, be it

Resolved by the Senate, That the members of this legislative body recognize February 2020 as School-Based Health Care Awareness Month.

Pending the order that, under rule 3.204, the resolution be referred to the Committee on Government Operations,

Senator MacGregor moved that the rule be suspended.

Senators Santana, Chang, Wojno, Alexander, Bayer, Geiss, Bullock and Hollier offered the following resolution:

Senate Resolution No. 98.

A resolution to call for human trafficking hotline postings to be displayed at financial institutions.

Whereas, Human trafficking is a terrible crime in which victims are exploited for financial or other gain. These crimes occur throughout the country and across the entire world. Through fraud, force, or coercion, human trafficking victims may be compelled to commit sexual acts or perform labor or service against their will. Put simply, it is a form of slavery; and

Whereas, While there are strong and increasing efforts to combat human trafficking, more can be done to make known and stop this persistent injustice. In particular, all avenues to bring attention to human trafficking crimes and alert victims of their circumstance and options for help must be pursued to end this awful practice; and

Whereas, Financial institutions, including banks and credit unions, are important venues to display a human trafficking notice. For some victims, one of the few opportunities to be in a public place is when they are in a bank or credit union building. Financial institutions that have information on human trafficking and the contact number for the National Human Trafficking Resource Center Hotline posted and readily visible may be the difference for some victims in being freed from a dire situation; now, therefore, be it

Resolved by the Senate, That we call upon the federal government to take a stand against human trafficking by requiring financial institutions to display human trafficking hotline postings at their buildings; and be it further

Resolved, That we call upon financial institutions to take a stand against human trafficking by voluntarily displaying human trafficking hotline postings at their buildings; and be it further

Resolved, That copies of this resolution be transmitted to the President of the United States, the Chair of the Board of Governors of the Federal Reserve System, the President of the United States Senate, the Speaker of the United States House of Representatives, the members of the Michigan congressional delegation, the American Bankers Association, and the Credit Union National Association.
