Rep. Matt Maddock, from the 44th District, offered the following invocation:
“Lord thank You for this day. Thank You for this time to pray and to seek Your wisdom. On this historic day of prayer, we ask for humility and graciousness. Humble our hearts Lord and give us more of Your wisdom.
Proverbs 22:11 says whoever loves a pure heart and gracious speech will have the king as a friend.
In this proverb Lord You tell us the importance of grace.
Graciousness begins with a pure heart and a pure heart produces gracious speech. Give us pure hearts Lord. Let us all seek to use graciousness to grow in favor with God and our fellow man. Help all of us to realize the lasting value of graciousness.
Again Lord, thank You for all You do in our lives. Keep us healthy, heal our nation, unify our spirit Lord and we ask this in the name of Jesus. Amen.”

Motions and Resolutions
The Speaker and the Minority Leader, on behalf of the entire membership of the House of Representatives, offered the following resolution:
House Resolution No. 316.
A resolution of tribute offered as a memorial for Isaac Robinson, member of the House of Representatives.
Whereas, It is with profound sadness that the members of this legislative body learned of the passing of our colleague and friend, Isaac Robinson. His passionate and tireless work on behalf of the people of Michigan, especially his constituents in Detroit and Hamtramck in the Fourth District, stands as a model for public servants across our state; and
Whereas, Isaac Robinson’s sense of duty to his community was evident long before he was elected to public office. After completing his undergraduate degree at the University of Michigan, he earned a juris doctor from Northwestern University and carried his commitment to advocacy into public life. He spent more than a decade working on behalf of organized labor in a variety of roles, in addition to serving as staff to the Detroit City Council, Michigan Legislature, and U.S. Congress. Isaac Robinson was also known in the community as an advocate for people from all walks of life, particularly people with disabilities, a quality that made him well-suited to seek election to the House of Representatives in 2018; and
Whereas, Representative Robinson brought his exceptional enthusiasm, compassion, and work ethic to everything he did while serving in the House of Representatives. He served on the Commerce and Tourism, Regulatory Reform, and Tax Policy committees, but his efforts extended to numerous other policy areas affecting the people of his district, including criminal justice reform, housing, health care, education, the environment, and civil rights. Beyond his work on the issues, Representative Robinson’s good humor and big heart left a lasting impression on the people with whom he worked, both inside and outside the House of Representatives; and
Whereas, Isaac Robinson was a principled public servant and fierce advocate who cared deeply about the people of his community and our state. Upon his passing, we offer our condolences to his family and friends. We hope that they may find comfort in the knowledge that the community as a whole shares in their bereavement and that the legacy of Isaac Robinson’s contributions will long continue to enrich our state; now, therefore, be it
Resolved by the House of Representatives, That we offer this expression of our highest tribute to honor the memory of Isaac Robinson, a member of this legislative body from 2019 to 2020; and be it further
Resolved, That copies of this resolution be transmitted to the Robinson family as evidence of our lasting esteem for his memory.
The question being on the adoption of the resolution,
The resolution was adopted by unanimous standing vote.

House Resolution No. 317.
A resolution to declare October 15, 2020, as Pregnancy and Infant Loss Remembrance Day in the state of Michigan.
Whereas, Each year, approximately one million pregnancies in the United States end in miscarriage, stillbirth, or the death of a newborn baby. It is a great tragedy to lose the life of a child. Babies sometimes live within or outside their mothers’ wombs for only a short period of time. Even the shortest lives are still valuable and the grief of those who mourn the loss of these lives should not be trivialized; and
Whereas, The observance of Pregnancy and Infant Loss Remembrance Day may provide validation to those who have lost a baby through miscarriage, stillbirth, or infant death; and
Whereas,
A public that is informed and educated about miscarriage, stillbirth, and
infant loss can better learn how to respond with compassion to affected
families. Professionals who come in contact with families who have suffered
such losses, such as physicians, clergy, emergency medical technicians, funeral
directors, police officers, public health nurses, educators, and employers, can
better serve families if they have better knowledge of pregnancy and infant
loss; and
Whereas, Recognizing Pregnancy and Infant Loss Remembrance Day will provide the people of the state of Michigan with an opportunity to increase their understanding of the great tragedy involved in the deaths of unborn and newborn babies; and
Whereas, Pregnancy and Infant Loss Remembrance Day will enable the people of Michigan to consider how, as individuals and communities, they can meet the needs of bereaved mothers, fathers, and family members, and work to prevent the causes of these deaths, now, therefore, be it
Resolved by the House of Representatives, That the members of this legislative body declare October 15, 2020, as Pregnancy and Infant Loss Remembrance Day in the state of Michigan. We support the goals and ideals of National Pregnancy and Infant Loss Remembrance Day; and be it further
Resolved, That we recognize the grief of the families who have experienced miscarriage, stillbirth, or infant loss and wish to help heal and comfort these families in a time of pain and heartache, to give the families hope for the future, and to assist women and families across the state in understanding their experience.
The question being on the adoption of the resolution,
The resolution was adopted.

“Mr. Speaker and members of the House:
While I am very anxious to expand broadband services across the state, school districts and local governments must be positioned to benefit from any state resources that support technology expansion. Further, it is irresponsible to limit federal/state funding matches on such a significant infrastructure investment as broadband services. Michigan must be able to leverage federal funds to expedite the deployment of additional broadband services across the state.”

Motions and Resolutions
Rep. Lasinski offered the following resolution:
House Resolution No. 318.
A resolution to support the peaceful transfer of power and reaffirm the
role of Michigan’s presidential electors.
Whereas, President Donald Trump recently refused to commit to a peaceful transfer of power if he is not re-elected to office. His lack of endorsement continues a long string of comments that undermine the American people’s trust in our elections and our democracy; and
Whereas, The peaceful transfer of power between presidential administrations is fundamental to democracy. The will of the people must be respected by accepting the results of the election and leaving office peacefully; and
Whereas, It is imperative that Michigan’s electors from all parties cast their vote for the presidential candidate whose party is certified to have received the most votes and uphold the will of the people of Michigan. These electors are bound by Michigan law to support the candidate from their political party and voting for any other person results in that elector’s resignation; and
Whereas, Failing to follow the will of the state’s voters and state law would be an unacceptable violation of the public trust. When the people of Michigan cast their votes for President and Vice President, everyone involved must honor that choice; now, therefore, be it
Resolved by the House of Representatives, That we support the peaceful transfer of power and reaffirm the role of Michigan’s presidential electors to vote for the candidate for President of the United States who was certified to have received the greatest number of votes at the November general election; and be it further
Resolved, That copies of this resolution be transmitted to the electors of the political parties chosen under Michigan law.
