A
resolution to commemorate the 100th anniversary of the founding of Optimist
International.
Whereas,
On June 19, 1919, Optimist International began its remarkable history when
representatives of 11 clubs held a convention in Louisville, Kentucky, and
adopted the name International Optimist Club. During the convention, William
Henry Harrison, a descendent of the ninth president of the United States
bearing the same name, was elected the first International President of
Optimist International; and
Whereas,
Optimist International is a worldwide volunteer organization made up of more
than 2,500 local clubs across the globe whose members work each day to make the
future brighter by bringing out the best in children, in their communities, and
in themselves; and
Whereas,
The vision of Optimist International is to be recognized worldwide as the
premier volunteer organization that values all children and helps them develop
to their full potential. With a purpose to develop optimism as a philosophy of
life utilizing the tenets of the Optimist Creed, to promote an active interest
in good government and civic affairs, to inspire respect for the law, to
promote patriotism and work for international accord and friendship among all
people, to aid and encourage the development of youth, in the belief that the
giving of one’s self in service to others will advance the well-being of
humankind, community life and the world; and
Whereas, Optimist International continues to demonstrate
their devotion to young children in our local communities and translating that
passion to global efforts through the work of its members. The satisfaction
members receive from giving back is the motivation for the clubs to continue
their work for years to come. Optimist International will continue to be a
beacon of light for children throughout the world. Michigan makes up District
17 of Optimist International and encompasses 92 local Optimist Clubs; now,
therefore, be it
Resolved
by the House of Representatives, That the members of this legislative body
commemorate the 100th anniversary of the founding of Optimist International;
and be it further
Resolved,
That a copy of this resolution be transmitted to the Optimist International
headquarters in St. Louis, Missouri.

A
resolution to commemorate the 55th anniversary of the Civil Rights Act of 1964.
Whereas,
2019 marks the 55th anniversary of the passage of the Civil Rights Act of 1964.
The Civil Rights Act of 1964 is the most comprehensive civil rights legislation
in our nation’s history. It opened the door for legislation that strengthened
voting rights and established fair housing standards for all Americans; and
Whereas,
The Civil Rights Act of 1964 was the result of decades of struggle and
sacrifice of many Americans who fought for equality and justice. A civil rights
movement developed to achieve the goal of equal rights for all Americans and a
broad coalition of civil rights, labor, and religious organizations created
national support for civil rights legislation. Many Americans sacrificed their
lives in the fight against racial and social injustice while working to
guarantee the rights of every citizen of the United States and generations of
Americans of every background supported legislation to eliminate
discrimination; and
Whereas,
The United States Senate passed the Civil Rights Act of 1964 on June 19, 1964,
and the United States House of Representatives passed the Civil Rights Act
of 1964 and President Lyndon Johnson signed the bill into law on July 2, 1964.
This historic legislation dismantled legal racial segregation and set a
benchmark standard for civil rights protection across all states. It also
helped bring an end to the Jim Crow era, banning discrimination in public
places, prohibiting employment discrimination on the basis of race, color,
religion, sex, or national origin, and providing an enforcement mechanism for
the integration of schools; and
Whereas,
The Civil Rights Act of 1964 prohibited the use of federal funds in a
discriminatory fashion, barred unequal application of voter registration
requirements, encouraged the desegregation of public schools and authorized the
United States Attorney General to file suits to force desegregation, banned
discrimination in hotels, motels, restaurants, theaters, and all other places
of public accommodations engaged in interstate commerce, and established the
Equal Employment Opportunity Commission; and
Whereas,
We applaud those whose support and efforts led to the passage of the Civil
Rights Act of 1964; now, therefore, be it
Resolved
by the House of Representatives, That the members of this legislative body
commemorate the 55th anniversary of the Civil Rights Act of 1964; and be it
further
Resolved,
That we reaffirm Michigan’s commitment to the principles of justice and
equality.

resolution to declare June 19, 2019, as Juneteenth Independence Day in the
state of Michigan.
Whereas,
News of the end of slavery did not reach the frontier areas of the United
States, in particular the state of Texas and the other southwestern states,
until months after the conclusion of the Civil War. This was more than 2˝ years
after President Abraham Lincoln issued the Emancipation Proclamation on January
1, 1863; and
Whereas,
On June 19, 1865, Union soldiers, led by Major General Gordon Granger, arrived
in Galveston, Texas, with news that the Civil War had ended and that the
enslaved were free; and
Whereas,
African-Americans who had been slaves in the Southwest celebrated June 19,
commonly known as “Juneteenth Independence Day”, as inspiration and
encouragement for future generations; and
Whereas,
African-Americans from the Southwest have continued the tradition of observing
Juneteenth Independence Day for over 150 years; and
Whereas,
Juneteenth Independence Day celebrations have been held to honor
African-American freedom while encouraging self-development and respect for all
cultures; and
Whereas,
The faith and strength of character demonstrated by former slaves and the descendants
of former slaves remain an example for all people of the United States,
regardless of background, religion, or race; and
Whereas,
Slavery was not officially abolished until the ratification of the 13th
Amendment to the Constitution of the United States in December 1865; and
Whereas,
Over the course of its history, the United States has grown into a symbol of
democracy and freedom around the world; now, therefore, be it
Resolved
by the House of Representatives, That the members of this legislative body
declare June 19, 2019, as Juneteenth Independence Day in the state of Michigan.

Pursuant

follows:
“An
act to protect and promote the public health; to codify, revise, consolidate,
classify, and add to the laws relating to public health; to provide for the
prevention and control of diseases and disabilities; to provide for the
classification, administration, regulation, financing, and maintenance of
personal, environmental, and other health services and activities; to create or
continue, and prescribe the powers and duties of, departments, boards,
commissions, councils, committees, task forces, and other agencies; to
prescribe the powers and duties of governmental entities and officials; to
regulate occupations, facilities, and agencies affecting the public health; to
regulate health maintenance organizations and certain third party
administrators and insurers; to provide for the imposition of a regulatory fee;
to provide for the levy of taxes against certain health facilities or agencies;
to promote the efficient and economical delivery of health care services, to
provide for the appropriate utilization of health care facilities and services,
and to provide for the closure of hospitals or consolidation of hospitals or
services; to provide for the collection and use of data and information; to
provide for the transfer of property; to provide certain immunity from
liability; to regulate and prohibit the sale and offering for sale of drug
paraphernalia under certain circumstances; to provide for the implementation of
federal law; to provide for penalties and remedies; to provide for sanctions
for violations of this act and local ordinances; to provide for an
appropriation and supplements; to repeal certain acts and parts of acts; to
repeal certain parts of this act; and to repeal certain parts of this act on
specific dates,”
