House Bill 6393 would amend the Grade A Milk Law to refer to the 2017 revision, rather than the 2013 edition, of the Grade "A" Pasteurized Milk Ordinance (PMO).

House Bill 6394 would amend the Manufacturing Milk Law to incorporate by reference certain Federal regulations.

Each bill would take effect 90 days after its enactment.

House Bill 6393

The Law defines "pasteurized milk ordinance" or "PMO" as the 2013 edition of the Grade "A" Pasteurized Milk Ordinance, recommendations of the United States Department of Health and Human Services, Public Health Service/Food and Drug Administration, with administrative procedures and appendices, set forth in the Public Health Service/Food and Drug Administration publication no. 229. The bill would refer to the 2017 revision, rather than the 2013 edition, of the PMO.

(The PMO specifies minimum standards and requirements for Grade "A" milk production.)

House Bill 6394

The Manufacturing Milk Act requires the Department of Agriculture and Rural Development to administer the Act and authorizes the Department to promulgate rules for its implementation and enforcement. The Act adopts certain standards and Federal regulations and incorporates them by reference.

The bill would incorporate by reference Current Good Manufacturing Practices, Hazard Analysis, and Risk-Based Preventive Controls, 21 CFR Part 117.
