CONTENT

The bill would amend the Occupational Code to require the Department of Licensing and Regulatory Affairs (LARA) to include in an annual report to the Legislature the number of license or registration applications denied because of an applicant's lack of good moral character and a summary of the criminal convictions on which those denials were based.

The Occupational Code generally provides for the regulation of certain occupations in the State, and requires LARA to issue a license or registration to a person who meets the licensure or registration requirements set forth in the Code and promulgated rules pertaining to that person's occupation.

The Director of LARA must submit a report by December 1 of each year to the standing committees and Appropriations subcommittees of the Senate and House of Representatives concerned with occupational issues. The Director must include in the report all of the following information concerning the preceding State fiscal year:

-- The number of initial and renewal applications LARA received and completed within the time periods specified in the Code. 

-- The number of applications denied by LARA.

-- The number of applicants who were not issued a license or registration within the applicable time period and the amount of money returned to licensee and registrants for failure to issue or deny a license or registration within the time required by the Code.

Under the bill, the report also would have to include the number of applications denied by LARA because of an applicant's lack of good moral character and a summary, by category of offense, of the criminal convictions on which those denials were based.
