CONTENT
The bill would amend the Natural Resources and Environmental Protection Act to specify that the term "solid waste" would not include soil with 55%, instead of 35%, moisture content that was washed or otherwise removed from sugar beets and that was registered as a soil conditioner.
The Act defines "solid waste" as garbage, rubbish, ashes, incinerator ash, incinerator residue, street cleanings, municipal and industrial sludges, solid commercial waste, solid industrial waste, and animal waste. However, the term does not include, among other things, soil that is washed or otherwise removed from sugar beets, has not more than 35% moisture content, and is registered as a soil conditioner under Part 85 (Fertilizers).
The bill would increase the allowable moisture content, from 35% to 55%, of soil that is washed or removed from sugar beets that is excluded from being defined as solid waste.
