CONTENT
The bill amended the Michigan Liquor Control Code to revise and add the names of certain buildings that are considered "conference centers" for purposes of the Code, and to allow the Michigan Liquor Control Commission to issue a license to a golf course clubhouse and any adjacent outdoor service area for the sale of alcoholic liquor for on-premises consumption.
The bill took effect on December 27, 2018.
Conference Center License
The Code allows the Michigan Liquor Control Commission to issue to the governing board of a college or university a license to sell alcoholic liquor for consumption on the premises of a conference center operated by the governing board. These licenses may be used only for the sale of alcoholic liquor at regularly-scheduled conference center activities.
"Conference center" means a building or portion of a building, other than a student residence hall or student center, which has meeting rooms, banquet areas, social halls, overnight accommodations, and related facilities for special activities scheduled by a college or university, which in the Commission's judgment, has been regularly used for conferences and lodging of guests.
Previously, the Code specified that certain buildings were considered conference centers for the Code's purposes, including the convocation center and the corporate education center at Eastern Michigan University; the Bernhard Center at Western Michigan University; the West complex at Saginaw State University; and the John T. Parsons and Frank L. Stulen Michigan technical education center at Northwestern Michigan College. The bill, instead, refers to the Convocation Center and the Corporate Education Center at Pease Auditorium, and McKenny Hall at Eastern Michigan University; the Bernhard Center and Heritage Hall Alumni Center at Western Michigan University; the West Complex, Fredericks Sculpture Museum, and the Alumni Building at Saginaw Valley State University; and the West Hall Innovation Center at Northwestern Michigan College, respectively.
Additionally, Meadow Brook Hall, Golf Pavilion, Oakland Center, O'Rena, and Shotwell-Gustafson Pavilion at Oakland University are considered conference centers for the Code's purposes.
Golf Course Clubhouse License
The bill allows the Commission, subject to Section 531, to issue a license to a golf course clubhouse and any adjacent outdoor service area owned or operated by a college or university of the sale of alcoholic liquor for consumption on the premises of the clubhouse and any adjacent outdoor service area. (Section 531 specifies certain limitations on the number of liquor licenses that the MLCC may issue.)

FISCAL IMPACT
The bill will have no significant fiscal impact on State or local government. Insofar as the inclusion of additional facilities will result in increased sales of alcoholic beverages, liquor tax revenue will be distributed according to the current formula: 4.0% to the School Aid Fund, 4.0% to the Convention Facility Development Fund, and 4.0% to the General Fund. However, the magnitude of this revenue or revenue from additional licenses will be negligible because of the limited number of facilities affected.
