Pastor James Sunnock, Lead Pastor of Victory Life Church in Battle Creek, offered the following invocation:

“Almighty God,

I give thanks that You divinely choose those who govern us. I am thankful for the Representatives that stand here today.

I pray that Your favor would be upon them. Our State is thankful for their servant’s heart, their willingness to lead and the sacrifice they make in a position that carries a 24/7 demand. I pray almighty God, that You would pour Your blessings upon their family as they too sacrifice so that these men and women can serve our state. May their homes, relationships, marriages be blessed with Your peace and joy. May their children and grandchildren walk in Your favor.

Almighty God, we come to You today, that You would lead this chamber and its committees with wisdom and discernment. Let this room be a place of honor and respect as we welcome spirited debate, where great ideas are vetted out. May the whole nation look and glean what is being done through the spirit of unity, passion and vision set forth from these legislators.

We are truly thankful for the beauty found everywhere in our state, in its people and natural resources- we are truly blessed like no other state.

Almighty God, we pray for Your economic favor to be upon the great state of Michigan. That companies and startup businesses would be drawn to this place, that we would continue to see Your prosperity.

We pray for our education system, legislation and students, may it produces great leaders and world changers. May this next generation be one of our greatest resources.

Almighty God, I honor these Representatives and their staff today. We say thank You for the opportunity to serve others and we call upon Your wisdom as we tend to the States business.

In Your mighty name I pray.”

______

The Speaker called the Speaker Pro Tempore to the Chair.

______

Rep. Lauwers moved that Reps. Durhal and Scott be excused from today’s session.

The motion prevailed.

Motions and Resolutions

Reps. Cochran, Clemente, Ellison, Gay-Dagnogo, Geiss, Howrylak, Love, Marino, Pagan, Sneller and Sowerby offered the following resolution:

House Resolution No. 358.

A resolution to declare June 2, 2018, as National Trails Day in the state of Michigan.

Whereas, In 2018, our nation will be celebrating the 50th anniversary of both the National Trails System Act and the Wild and Scenic Rivers Act. As the Acts stand today, National Scenic Trails are described as extended trails of more than 100 miles in length that provide for outdoor recreation and for the conservation and enjoyment of the nationally significant scenic, historic, natural, or cultural qualities of the areas through which such trails may pass; and

Whereas, With the passage of the National Trails System Act in 1968, our nation was given a gift. This legislation created and has protected some of Americans’ favorite places to discover the great outdoors. Some trails celebrate outdoor adventure such as the Appalachian Trail and other trails allow us to walk through history, such as the Selma to Montgomery National Historic Trail; and

Whereas, Thanks to this historic legislation, Michigan is home to nearly 1,200 miles of the 4,600 mile long North Country National Scenic Trail. Our state is also fortunate to have 27 designated National Recreation Trails totaling 592 miles of trail; and

Whereas, Green infrastructure like trails and parks are true economic engines and provide for the economic vitality of our state. Well-managed and funded parks and trails make strong economic sense and are job-creating enterprises for the economic vitality of communities and their surrounding regions. Trails are an integral part of the outdoor recreation experience in America and stimulate business creation, influence corporate location decisions, increase property values, reduce medical costs by encouraging exercise, and generate tax dollars. Trails also provide low or no-cost recreation opportunities and transportation options to the public; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body declare June 2, 2018, as National Trails Day in state of Michigan; and be it further

Resolved, That copies of this resolution be transmitted to the Michigan Trails and Greenways Alliance, the North Country Trail Association, the Partnership for the National Trails System, Governor Rick Snyder, the Michigan Department of Natural Resources, the Department of Interior, the U.S. Forest Service, the National Park Service, and members of the Michigan Congressional Delegation, as evidence of our esteem for being a voice for non-motorized trail users, helping people build, connect and promote trails for a healthier and more prosperous Michigan.

The question being on the adoption of the resolution,

The resolution was adopted.

Reps. Wittenberg, Hoadley, Chang, Pagan, Green, Moss, Clemente, Ellison, Gay-Dagnogo, Geiss, Love and Sowerby offered the following resolution:

House Resolution No. 359.

A resolution to declare June 1, 2018, as Gun Violence Awareness Day in the state of Michigan.

Whereas, Every day, 96 Americans are killed by gun violence and on average there are nearly 13,000 gun homicides every year; and

Whereas, Americans are 25 times more likely to be killed with guns than people in other developed countries; and

Whereas, Protecting public safety in the communities they serve is legislators’ highest responsibility; and

Whereas, Support for the Second Amendment rights of law-abiding citizens goes hand-in-hand with keeping guns away from dangerous people; and

Whereas, Law enforcement officers know their communities best, are the most familiar with local criminal activity and how to address it, and are best positioned to understand how to keep their citizens safe; and

Whereas, In January 2013, Hadiya Pendleton, a teenager who marched in President Obama’s second inaugural parade and was tragically shot and killed just weeks later, should be now celebrating her 21st birthday. To help honor Hadiya – and the 96 Americans whose lives are cut short and the countless survivors who are injured by shootings every day – a national coalition of organizations has designated June 1, 2018, the first Friday in June, as the 4th National Gun Violence Awareness Day; and

Whereas, The idea was inspired by a group of Hadiya’s friends, who asked their classmates to commemorate her life by wearing orange. They chose this color because hunters wear orange to announce themselves to other hunters when out in the woods and orange is a color that symbolizes the value of human life; and

Whereas, Anyone can join this campaign by pledging to Wear Orange on June 1, the first Friday in June in 2018, to help raise awareness about gun violence; and

Whereas, By wearing orange on June 1, 2018, Americans will raise awareness about gun violence and honor the lives of gun violence victims and survivors; and

Whereas, We renew our commitment to reduce gun violence and pledge to do all we can to keep firearms out of the wrong hands and encourage responsible gun ownership to help keep our children safe; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body declare June 1, 2018, as Gun Violence Awareness Day in the state of Michigan. We encourage all citizens to support their local communities’ efforts to prevent the tragic effects of gun violence and to honor and value human lives. We remember all victims and survivors.

The resolution was referred to the Committee on Government Operations.
