Minister Jeff Hierholzer, Minister of Somerset Christian Church in Somerset, Indiana, offered the following invocation:
“Our gracious Heavenly Father, before we begin the work before us, we pause to offer our gratitude and thanks to You for all Your abundant provision and gifts.
You have blessed the people of this land with peace and prosperity and abundance and conveniences that very few people have enjoyed.
You have protected us from disaster poverty and war.
We acknowledge You as the Creator and the Giver of all things good that we enjoy.
You have blessed us with the freedom to govern ourselves.
Truly Your face has shined up on us and we thank You.
We ask for Your continued blessing to guide us through the work that is before this body.
Many lives will be affected by the decisions that are made and so we ask for Your hand to be upon each one in this building.
That each one would have, above all else, the desire to do what is right, just, and fair for all Your people.
That each one would have the integrity to put personal gain and position aside and do what is best for others.
That Your spirit would move in each one to give creative wisdom and bring about a unity of cause to resolve the issues that are before us.

Motions and Resolutions
The Speaker, on behalf of the entire membership of the House of Representatives, offered the following resolution:
House Resolution No. 349.
A resolution of tribute offered as a memorial for Keith Muxlow, former member of the House of Representatives.
Whereas, The members of this legislative body were saddened to learn of the passing of former state representative Keith Muxlow. A devoted advocate for the residents of the Thumb and our state, Mr. Muxlow was known for his dedication and honesty. He ably served his constituents for 12 years; and
Whereas, Keith Muxlow brought a wealth of experience to the Michigan Legislature. Prior to being elected in 1980, he studied agriculture economics at Michigan State University; served in the U.S. Army as a radio operator in Okinawa, Japan, from 1955 to 1957; was co-owner and manager of the Brown City Industrial Park; and served on the Brown City Council and as the mayor of Brown City; and
Whereas, During his tenure with the House of Representatives, Keith Muxlow represented the citizens of Huron, Lapeer, Sanilac, and St. Clair counties. He applied his sound judgement and decades of experience to championing the causes important to his constituents. He served as the assistant minority leader in 1991 and 1992 when he worked to foster unity within his caucus. He also served on numerous committees in the house, including Agriculture and Forestry as minority vice chair and as a member on Marine Affairs and Port Development; Public Health; Corporations and Finance; Public Utilities; Transportation; Senior Citizens and Retirement; State Affairs; Tourist Industry Relations and Urban Affairs; and Appropriations; and
Whereas, Keith Muxlow actively participated over the course of his life in numerous community and civic organizations, wearing many hats. He served as vice chairman and director of Marlette Community Hospital for 17 years; was a member of Rotary International, the Friends of the St. Clair County Airport, and the Michigan State University Dairy Advisory Board; and was a former executive director of the Michigan Corn Growers Association. He was especially proud of his involvement in the creation of the veterans memorials in Brown City and Yale, Michigan; and
Whereas, Keith Muxlow dedicated his life to his family, friends, and community. We offer our condolences to his family and friends and know that, while his presence in the community will be missed, his many years of service will live on; now, therefore, be it
Resolved by the House of Representatives, That we offer this expression of our highest tribute to honor the memory of Keith Muxlow, a member of this legislative body from 1981 to 1992; and be it further
Resolved, That copies of this resolution be transmitted to the Muxlow family as evidence of our lasting esteem for his memory.

House Resolution No. 350.
A resolution to declare May 20-26, 2018, as Invisible Illness Awareness Week in the state of Michigan.
Whereas, An invisible illness is a chronic condition that is not easily observed by the general public and is often not readily detected by medical professionals. Examples include lupus, fibromyalgia, interstitial cystitis, rheumatoid arthritis, vasculitis, Crohn’s disease, and Ehlers-Danlos syndrome among others. These illnesses can be debilitating and prevent a person from performing traditional everyday activities; and
Whereas, Invisible illnesses aren’t easily identified. A person with an invisible illness may feel judged by others or feel as though others simply do not understand what they are going through. A person with a chronic condition may be dealing with exhaustion, constant aches or pains, dizziness, or cognitive impairments, and yet may appear to be completely healthy on the outside; and
Whereas, Nearly 1 in 2 Americans has a chronic medical condition of one kind or another. Ninety-six percent of people with chronic medical conditions live with an ailment that is invisible. About a quarter of them have some type of activity limitation, ranging from mild to severe; and
Whereas, The onset or duration of an invisible illness can negatively affect a person’s physical, emotional, economic, educational, and social well-being due to activity limitations; and
Whereas, There is a need for increased awareness about invisible illnesses to create a more accepting and understanding world for those who suffer; and
Whereas, The theme of this year’s Invisible Illness Awareness Week is “One Nation: Invisible, but Indivisible,” because of the widespread scope of the illnesses; and
Whereas, The purpose of Invisible Illness Awareness Week is to increase understanding of invisible illnesses among the general public and medical community while reducing the stigma surrounding the illnesses, in order to create an environment in which there is better care, earlier and more accurate diagnosis, and knowledge that invisible illness patients can lead a healthy life; and
Whereas, We join with the many individuals who are afflicted by these disorders and support increased awareness of invisible illnesses; now, therefore, be it
Resolved by the House of Representatives, That the members of this legislative body declare May 20-26, 2018, as Invisible Illness Awareness Week in the state of Michigan.

House Resolution No. 351.
A resolution to call on the Trump Administration to immediately release the draft toxicological profile on the dangers of PFAS to human health.
Whereas, Water contaminated with perfluoroalkyl and polyfluoroalkyl substances (PFAS) threatens the health of Michigan residents and people across the country. To date, PFAS have been detected in the water at 15 locations, including 30 individual sites, across the state of Michigan. Sites of known PFAS contamination can be found in nearly half of the states; and
Whereas, Exposure to PFAS above certain levels may be harmful to people. PFAS can accumulate in the body and may increase cancer risk; affect the immune system; increase cholesterol; decrease fertility; and impact the growth, learning, and behavior of infants and children; and
Whereas, The Trump Administration has blocked the release of a draft assessment that indicates certain PFAS may be dangerous at far lower levels than previously thought. The draft scientific assessment by the Agency for Toxic Substances and Disease Registry (ATSDR) is reported to conclude that infants, breastfeeding mothers, and other sensitive populations may be at risk when exposed to PFAS at levels one-sixth of the current United States Environmental Protection Agency (EPA) health advisory level; and
Whereas, Understanding the risks posed by PFAS based on the most current science is critical to protecting the health of Michigan residents. The draft assessment could help government agencies establish appropriate levels for cleaning up contamination and ensure that people are aware and protected from exposure to harmful levels of PFAS; and
Whereas, Failure to release this study gives the appearance that our government is more interested in protecting its own interests than the health of the people it serves. Nationwide, 126 U.S. Department of Defense facilities have contributed to PFAS contamination. Five of the 15 locations of contamination in Michigan are associated with military facilities. Politics and public relations must be set aside to protect the public health; now, therefore, be it
Resolved by the House of Representatives, That we call on the Trump Administration to immediately release the draft toxicological profile prepared by the Agency for Toxic Substances and Disease Registry on the dangers of perfluoroalkyl and polyfluoroalkyl substances (PFAS) to human health; and be it further
Resolved, That copies of this resolution be transmitted to the President of the United States, the United States Secretary of Health and Human Services, the Director of the Agency for Toxic Substances and Disease Registry, and the members of the Michigan congressional delegation.
The resolution was referred to the Committee on Natural Resources.
