Pastor Randy Hekman, Executive Director of The Grand Awakening in Grand Rapids, offered the following invocation:

“Dear Lord, we thank You for the men and women You have called into all three branches of our state government: the executive, the judicial and, in particular, the legislative branch. I pray You will bless the deliberations and interactions of this body today and for the remainder of this week. Help these men and women who represent us to listen well and to communicate their thoughts and opinions with courage, yet with great compassion and wisdom.

We know You, Lord, have ordained government. You clearly stated through Your servant King David what makes for good leaders. You said: ‘When one rules over people in righteousness, when he rules in the fear of God, he is like the light of morning at sunrise on a cloudless morning, like the brightness after rain that brings grass from the earth.’

Lord, we know, as a former State Senator once told me, that government is a lagging indicator of the health of the culture. And, going one step further, we believe that culture is a lagging indicator of the health of Your church. We also know that Scripture makes it clear that healing of a nation must start with God’s people humbling themselves, praying, seeking God’s face and turning from THEIR wicked ways.

So we pray for a mighty revival of Your church in all the cities in Michigan. That all true followers of Christ would come fully alive. And that that would lead to the biggest spiritual awakening in the history of America, drawing millions to vibrant faith, bringing health to our culture, unity and grace to government leadership, and the profound blessing of Almighty God to our people.

We pray all this in the powerful name of our Lord Jesus Christ, Amen.”

A bill to amend 1945 PA 109, entitled “An act to protect and promote the public health and welfare and to enable boards of supervisors of certain counties to acquire, own, construct, establish, maintain and operate hospitals, county general hospitals, sanatoria and other institutions for the treatment of persons suffering from contagious and infectious diseases and for the treatment of indigent persons suffering from any physical ailment or impairment, and for temporary detention of mentally ill patients, both non-indigent and indigent, to authorize emergency treatment for emergency cases, to levy a tax therefor, appoint hospital trustees, authorize operation of hospitals by boards of county institutions, provide suitable means for the care of such afflicted persons, to limit the liability of counties maintaining such hospitals in respect to such cases, and to repeal acts inconsistent herewith,” by amending section 13 (MCL 331.213).

“Mr. Speaker and members of the House:

While the safe haven baby box legislation is a valiant attempt at aiming to protect ‘unwanted’ newborns and infants, by creating additional ways that such newborns and infants can be relinquished anonymously and safely, questions and concerns about the devices and their use have not been sufficiently answered to give me confidence to vote for this legislation. First, because the ‘baby boxes’ would operate similarly to night deposit vaults at financial institutions, but at participating police and fire departments and hospitals, it seems that little to no consideration has been given with respect to the ‘baby boxes’ being used for malicious intent against our first responders. Second, with such complete anonymity, how would the recipients know the health history of the child. Unless relinquished at a hospital, who would do a health intake of the newborn or infant? And third, there is no clear indication in the legislation how the relinquished newborn or infant would be connected with adoptive services. This type of legislation needs additional clarification and work. I am hopeful that these issues will be addressed when the bill package is with the senate.”

A bill to amend 1951 PA 51, entitled “An act to provide for the classification of all public roads, streets, and highways in this state, and for the revision of that classification and for additions to and deletions from each classification; to set up and establish the Michigan transportation fund; to provide for the deposits in the Michigan transportation fund of specific taxes on motor vehicles and motor vehicle fuels; to provide for the allocation of funds from the Michigan transportation fund and the use and administration of the fund for transportation purposes; to promote safe and efficient travel for motor vehicle drivers, bicyclists, pedestrians, and other legal users of roads, streets, and highways; to set up and establish the truck safety fund; to provide for the allocation of funds from the truck safety fund and administration of the fund for truck safety purposes; to set up and establish the Michigan truck safety commission; to establish certain standards for road contracts for certain businesses; to provide for the continuing review of transportation needs within the state; to authorize the state transportation commission, counties, cities, and villages to borrow money, issue bonds, and make pledges of funds for transportation purposes; to authorize counties to advance funds for the payment of deficiencies necessary for the payment of bonds issued under this act; to provide for the limitations, payment, retirement, and security of the bonds and pledges; to provide for appropriations and tax levies by counties and townships for county roads; to authorize contributions by townships for county roads; to provide for the establishment and administration of the state trunk line fund, local bridge fund, comprehensive transportation fund, and certain other funds; to provide for the deposits in the state trunk line fund, critical bridge fund, comprehensive transportation fund, and certain other funds of money raised by specific taxes and fees; to provide for definitions of public transportation functions and criteria; to define the purposes for which Michigan transportation funds may be allocated; to provide for Michigan transportation fund grants; to provide for review and approval of transportation programs; to provide for submission of annual legislative requests and reports; to provide for the establishment and functions of certain advisory entities; to provide for conditions for grants; to provide for the issuance of bonds and notes for transportation purposes; to provide for the powers and duties of certain state and local agencies and officials; to provide for the making of loans for transportation purposes by the state transportation department and for the receipt and repayment by local units and agencies of those loans from certain specified sources; and to repeal acts and parts of acts,” (MCL 247.651 to 247.675) by adding section 10q.
