A bill to amend 1984 PA 431, entitled
"The management and budget act,"
(MCL 18.1101 to 18.1594) by adding section 282.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Sec. 282. (1) Before seeking approval from the civil service
commission for privatizing any services that replace services
performed by state employees, a state agency shall submit a
detailed economic impact study to the appropriations committees of
the senate and house of representatives. The detailed economic
impact study shall include, but is not limited to, all of the
following:
(a) Possible loss of employment or income in a local area and
statewide.
(b) Impacts on social services in the local area and statewide
and the cost to this state associated with the social services
impact.
(c) Impacts on public assistance programs and the cost to this
state associated with those impacts.
(d) Economic impact on local and state businesses.
(e) Possible loss or increase in tax revenue for a local area
or this state.
(f) Economic impact on the agricultural industry.
(g) Economic impact on the manufacturing industry.
(2) The state agency shall post a copy of each detailed
economic impact study created under this section on the state
agency's website.
