Rep. Aaron Miller, from the 59th District, offered the following invocation:
“Our heavenly Father,
Thank You for this beautiful Michigan day, which You have made. Let us rejoice and be glad in it. Let us praise You for the blessings You have given to us and for the great responsibility that You have seen fit to appoint to us in this chamber.
Today we, of course, ask for Your guidance. We certainly ask for Your wisdom and Your instruction, for we are about to embark upon three weeks when we will surely need it. I ask for blessing on each individual present here this afternoon and that You might make Yourself known among those here who do not know You even in these tumultuous three weeks that lie ahead.
However, LORD, something even heavier lies on my heart today and on the hearts of my brothers and sisters. We on earth still grieve from the loss of our great friend and colleague, Peter. I especially request that You grant his wife Karen and the rest of his family continual peace and comfort today and in all days succeeding. Bless them, LORD, as only You know how.
Father, You set the planets and stars in motion. You govern the universe and all that is in it and You are over time itself. You certainly governed the events of Peter’s life. Therefore we know full well that his life was not without purpose and that his death was not senseless. We in this room have had the privilege of seeing his purpose unfold over these two to six years. Though it is difficult for us here on earth, You planned late this summer to bring Peter to Yourself. And yet we are still saddened for our loss here. We know how much he loved Karen. We know how much he loved his kids. We particularly know very well how much he loved his grandgirls by how much he loved showing them off to us. That’s what I will remember. We also know how much he loved the sunrise coast of northern Michigan, his service here in the House, and the people that he served. Peter made his loves obvious to those around him.
On this particular day when we gather together to remember him and his accomplishments, stories, jovial laughter, and most importantly the precious relationships that we shared with him, we ask that You continue to give purpose to his life; that his life may be a reflection of You and that his example might bring others to Yourself.
You said to Your servant, David, ‘He who rules over men must be just, ruling in the fear of God. And he shall be like the light of the morning when the sun rises, a morning without clouds, like the tender grass springing out of the earth, by clear shining after rain.’
LORD, that was Peter. That was our friend. Today we ask that You comfort us and that You bless all whose lives Peter touched. We ask of You all these things in the name of Your son, Jesus Christ.
Amen and amen.”

Motions and Resolutions
The Speaker, on behalf of the entire membership of the House of Representatives, offered the following resolution:
House Resolution No. 360.
A resolution of tribute offered as a memorial for Peter Pettalia, member of the House of Representatives.
Whereas, The members of this legislative body were deeply saddened to learn of the passing of Representative Peter Pettalia. He had a long and honorable career in public service and was held in high esteem by his colleagues. Michigan is better because he served; and
Whereas, Peter Pettalia served the public in many capacities before being elected three times to the House. He was an East Grand Lake volunteer firefighter for 15 years and a Presque Isle Township supervisor for 16 years. He was a founding member of the Presque Isle County Economic Development Commission and vice-chairman of the Community Development Commission. His energetic dedication to his community was evident in everything he did; and
Whereas, During his three terms in the House, Representative Pettalia served as House Republican Majority Caucus Chair as well as Chairman of the Transportation and Infrastructure Committee and the Tourism and Outdoor Recreation Committee. His friendly leadership skills and ability to bring people together were appreciated on both sides of the aisle. He also sat on the House Financial Services, Energy Policy, Local Government, Judiciary, and Natural Resources committees. He sponsored nineteen public acts on issues such as promoting vocational education, supporting outdoor sportsmen and women, upholding family property rights, and protecting while promoting our natural resources. As an effective legislator, champion for northern Michigan, successful business owner, loving family man, and avid sportsman, Representative Pettalia earned the respect and admiration of his peers and constituents; now, therefore, be it
Resolved by the House of Representatives, That we offer this expression of our highest tribute to honor the memory of Peter Pettalia, a member of this legislative body from 2011 to 2016. Upon his passing, we offer our condolences to his family and friends. May they be comforted knowing that we all share in their grief and that the legacy of Peter Pettalia’s contributions to this state will long be remembered; and be it further
Resolved, That copies of this resolution be transmitted to the Pettalia family as evidence of our lasting esteem for his memory.

A resolution to commemorate the 125th anniversary of the Eastern Market.
Whereas, For 125 years, tons of some of the freshest fruits, vegetables, and flowers have made their way into Detroit’s historic Eastern Market. Only the mode of transportation has changed; from horse drawn carts and wagons to new, modern semi-trucks. Actually, the Eastern Market’s history stretches back even farther than the 125 years it is celebrating. It began as the Detroit Farmer’s Market at Cadillac Square in 1841 where it originally sold hay and wood. In 1891, the market move to its present location and has grown to encompass some 150 private business and specialty shops; and
Whereas, Over the years the Eastern Market has grown and lived up its mission of nourishing Detroit and Southeast Michigan with fresh produce as well as meat and poultry. You can also find home goods, art, jewelry, and Michigan-made products. More than 2 million people shop at the Eastern Market annually generating some $360 million worth of annul wholesale food sales and $418 million in meat sales employing some 1,300 people; and
Whereas, Eastern Market has become a family tradition for many southeast Michigan families as generations of families have shopped there. Parents bring their children and in turn those children bring their children. Special events like the annual flower day brings thousands of visitors to the market and the city. In fact, on any given Saturday more than 45,000 diverse people from all over the state, as well as out of state, make the trek to the Eastern Market; and
Whereas, The Eastern Market has stood the test of time and changing consumer tastes and shopping and buying habits. The district was designated a Michigan State Historic Site in 1974 and the Eastern Market is the largest historic public market district in the United States. Eastern Market farmer’s distribution center is also the largest open-air flowerbed market in the United States; and
Whereas, The Eastern Market has thrived over the years to become a landmark and both a tourist destination and a required stop for Detroiters, the Eastern Market Board of Directors are not sitting on their laurels. They already have a plan to improve the market with better parking, pedestrian access, and a strong infrastructure; now, therefore, be it
Resolved by the House of Representatives, That the members of legislative body commemorate the 125th anniversary of the Eastern Market and look forward to many more years.

“Mr. Speaker and members of the House:
I oppose HB 5847 because I believe if there is additional general fund money collected from taxpayers left at the end of a fiscal year, the remaining funds should be sent to the School Aid Fund to benefit our schools. Since 2011, the School Aid Fund has been drained and our schools are asked to do more with less. Adding additional funds to benefit our schools not only will help our children, but could offer teachers an increase in salary, more educational resources for student learning, shrink classroom sizes, and help local school districts with operational expenses. Continuing to underfund our schools behind the guise of saving money is misleading and irresponsible.”
