Reverend Thomas Seppo of Operation Transformation of Lakeport offered the following invocation:
Father, it is with great privilege that we come here this morning to conduct business that affects millions of people here in this great state. We thank You for Your many blessings that You’ve given to us. We continue to ask for Your guidance and help. You said in Micah 6:8 that You have told us what is good and what You’d require of us to do, and this is to do justice, to love kindness, and to walk humbly with our God.
I pray, Lord, that You continue to give these Senators great strength as they face the many strong temptations of pride and arrogance, greed and deceitfulness, immorality, substance abuse, and discouragement. I pray, Lord, that they may grow in Your power and understanding, so that they would have Your power to resist these traps that would destroy their lives and families, as well as their effectiveness as leaders.
I ask that You would grant them the spirit of courage to do what it is right no matter what the personal cost is; that they may be strong and of good courage, and observe to do all according to Your laws; that this Book of the Law shall not depart from their mouths; that they should meditate on it day and night, and do all that is written in it. Then, You said that You’d make our way prosperous, and we’d have great success.
Finally, I pray that You would grant us and our leaders a spirit of wisdom and discernment, that they may have clarity and the good sense to make difficult decisions that affect the good people of this great state. You said that if anyone lacks wisdom, we’re to ask of You, and You would give to all those who ask most liberally.
We pray all these things in Your most powerful name; Jesus’ name. Amen.

Senator Richardville’s statement is as follows:
Today, I have a special tribute to one of the most important persons to work in this building. On October 31 of this year, Trena Trowhill will be retiring, and her remarkable Capitol career has spanned more than 22 years.
Trena first came to work at the Michigan State Capitol as a receptionist in the building’s brand-new facilities office on March 23, 1992, as the Capitol entered the final phase of an exhaustive three-year restoration. Working with Jerry Lawler, the executive director of the Michigan Capitol Committee, Trena began to help create and define the office where she would work for more than twenty years. In 1994, her exceptional organizational abilities were recognized by her appointment to two key positions: Capitol events coordinator and Capitol flower bed coordinator, positions she holds today.
As Capitol events coordinator, Trena’s responsibilities include scheduling exhibits, rallies, luncheons, weddings, and memorials, as well as inaugurations, Silver Bells, and the Governor’s annual State of the State address. She has assisted in planning more than 5,000 events over the course of her career.
At the same time, Trena took on the responsibility for developing one of the Capitol’s most successful volunteer programs, Flower Planting Day. Every spring, more than 120 volunteers gather to plant more than 20,000 flowers in the Capitol’s authentic Victorian flower beds—all in a single day. Not only did Trena recruit and train a team of loyal volunteers who return year after year, but she also found a partner in the Kalamazoo Plant Growers Cooperative, which, to date, has donated over 325,000 flowers to beautify Capitol square.
Her responsibilities, however, extended far beyond flowers and events. She has truly been a caretaker of this beautiful building, inside and out, and has performed each task with great competence and enthusiasm.
She is joined today by her husband, Dean. Later this month, Trena and Dean will celebrate their fortieth wedding anniversary. Also here today are their two sons, Alan and Curt. Would you all please join me in thanking Trena Trowhill for her remarkable career, the work that has affected this Capitol and our lives so often.

A resolution to declare September 29 - October 5, 2014, as French-Canadian Heritage Week in the state of Michigan.
Whereas, French exploration in the Great Lakes region began with Étienne Brûlé in the early 17th century; and
Whereas, During the subsequent century, Sault Ste. Marie, Michilimackinac, Detroit, St. Joseph, Monroe, St. Ignace, and other settlements formed the first French-Canadian communities west of Montreal; and
Whereas, Communities such as Cheboygan, Muskegon, Alpena, Saginaw, Houghton, and Marquette saw a flourishing of French-Canadian culture during the 19th century lumbering era; and
Whereas, Today, Michigan’s trade, tourism, and cultural ties to Canada, particularly to Ontario and Quebec, are a continuing and vital part of the French-Canadian story; and
Whereas, Over 150,000 Michigan residents claim French-Canadian heritage; now, therefore, be it
Resolved by the Senate, That the members of this legislative body declare September 29 - October 5, 2014, as French-Canadian Heritage week in the state of Michigan; and be it further
Resolved, That members of the Michigan Senate join all of those of French-Canadian ancestry in celebrating their heritage and contributions to the state of Michigan on October 3, 2014.

Senate Resolution No. 183.
A resolution recognizing the friendship and partnership between Michigan and the Republic of Turkey.
Whereas, The Republic of Turkey and the United States of America are longstanding allies, both cherishing the universal values of freedom, democracy, and human rights; and
Whereas, In its alliances with the United States, Turkey has demonstrated its commitment to peace and liberty, as well as its political and religious tolerance; and
Whereas, There are approximately 400,000 Turkish Americans in the United States and a growing number in Michigan; and
Whereas, Michigan values its vibrant and mutually beneficial relationship with Turkey—the world’s fifteenth-largest economy and Europe’s sixth-largest economy—and is excited at the prospect of future growth; and
Whereas, Expanding the relationship between Michigan and Turkey is economically and culturally worthy; and
Whereas, Muskegon, Michigan, and Antalya, Turkey, are sister cities; and
Whereas, In June 2012, the Michigan-Turkey forum “Trends in Research and Development with Industry” was held in Istanbul; and
Whereas, Ford Motor Company has one of its largest joint venture assembly plants in Turkey; and
Whereas, The Turkish American Society of Michigan (TASM) is very active in expanding awareness of their culture; and
Whereas, The Niagara Foundation and the Turkic American Federation of the Midwest are huge proponents of the Turkish-Great Lakes State Friendship Task Force; and
Whereas, It is in the best interest of the state of Michigan to further cultivate the relationship with Turkey and other Turkic nations; now, therefore, be it
Resolved by the Senate, That the friendship and partnership between Michigan and the Republic of Turkey be honored and affirmed; and be it further
Resolved, That copies of this resolution be transmitted to the Niagara Foundation, the Turkic American Federation of the Midwest, and the Turkish American Society of Michigan.
Pending the order that, under rule 3.204, the resolution be referred to the Committee on Government Operations,

A bill to allow peace officers to carry and administer opioid antagonists in certain circumstances; to provide access to opioid antagonists by law enforcement agencies and peace officers; and to limit the civil and criminal liability of law enforcement agencies and peace officers for the possession, distribution, and use of opioid antagonists under certain circumstances.

Senate colleagues, today is the Advanced Practice Registered Nurses Advocacy Day, and you’ll probably get visits from APRNs from your district talking to you about the truth behind Senate Bill No. 2 to establish highly-trained, educated, and skilled APRNs in the outdated Public Health Code. The Senate supported and passed this measure last year, and I’m very, very grateful to my colleagues for helping to take this big step toward better access to health care for our Michigan citizens.
However, if you look out toward the House Office Building today, you’ll see a billboard telling House members to vote “no” on Senate Bill No. 2. First, the physicians who oppose this think it’s their right to keep APRNs from having a license that recognizes their master’s or even doctorate degrees, and now they are interfering with the APRN Advocacy Day. That’s the best they can do.
The facts of Senate Bill No. 2 remain clear; that it is good for Michigan. We have study after study in our office showing patient safety is not jeopardized. In fact, in some cases, it improved in the 19 states and the District of Columbia that license APRNs to practice in such a way that reflects their education and training. The proof is there.
I would ask the opposition to read the Senate-passed version rather than lie about another Senate version that was not passed. As they ambush my colleagues and they ambush APRNs and use things like this ridiculous billboard, it’s time for them to put their own self-interest aside, get rid of the hard line in their own little turf war, and put the patients in Michigan first.
