Senator John G. Pappageorge of the 13th District offered the following invocation:
Lord, as we near the end of our current four-year term, a few really controversial issues remain to be addressed. In looking for solutions, we are pulled in many different directions. Political philosophies clash. The civilities, courtesies, and respect that we show each other, which are the hallmark of the work that we do together, are strained. The temptation to make intemperate remarks rises. Please, Lord, bless us with Your wisdom and guidance as we work our way through these difficult issues. Help us to do what is right for the citizens of our state and to proceed with our work with a spirit of goodwill, honest dialogue, and with humor where it is appropriate.
Lord, if there are any whose agenda does not put the needs of Michigan first, please give their ankle a slight twist so that we will know them by their limp.
We ask this in Christ’s name. Amen.

Department of Civil Rights
Executive Reorganization
WHEREAS, Section 1 of Article V of the Michigan Constitution of 1963 vests the executive power in the Governor; and
WHEREAS, Section 2 of Article V of the Michigan Constitution of 1963 empowers the Governor to make changes in the organization of the Executive Branch or in the assignment of functions among its units that the Governor considers necessary for efficient administration; and
WHEREAS, Section 8 of Article V of the Michigan Constitution of 1963 provides that each principal department shall be under the supervision of the Governor, unless otherwise provided by the Constitution; and
WHEREAS, Act No. 72 of the Public Acts of 1937, as amended, being Section 408.201 et seq. of the Michigan Compiled Laws, created the Division on Deafness and the Advisory Council on Deafness within the Department of Labor; and
WHEREAS, Executive Order 2011-4, being Section 445.2030 of the Michigan Compiled Laws, transferred the Division on Deaf and Hard of Hearing and the Advisory Council on Deaf and Hard of Hearing (formerly the Division on Deafness and the Advisory Council on Deafness) from the Department of Licensing and Regulatory Affairs (formerly the Department of Labor and Economic Growth) to the Department of Civil Rights; and
WHEREAS, the current names of the Division on Deaf and Hard of Hearing and the Advisory Council on Deaf and Hard of Hearing do not accurately describe the entire population served by those entities; and
WHEREAS, the Advisory Council on Deaf and Hard of Hearing has requested a name change in order to better reflect the population it represents; and
WHEREAS, it is necessary in the interests of efficient administration and the effectiveness of government to effect changes in the organization of the Executive Branch of government;
NOW, THEREFORE, I, Richard D. Snyder, Governor of the state of Michigan, pursuant to the powers vested in me by the Constitution of the state of Michigan of 1963 and the laws of the state of Michigan, do hereby order the following:
The Division on Deaf and Hard of Hearing is hereby renamed the Division on Deaf, Deafblind and Hard of Hearing.
The Advisory Council on Deaf and Hard of Hearing is hereby renamed the Advisory Council on Deaf, Deafblind and Hard of Hearing.
This order does not otherwise affect any programs that serve deafblind persons or the state agency responsible for maintaining such programs.
In fulfillment of the requirements of Section 2 of Article V of the Michigan Constitution of 1963, this Order shall be effective 60 days after the filing of this Order.

1. Amend page 2, line 20, after “wage” by striking out the balance of the subparagraph and inserting a period.

Senator Hopgood’s statement is as follows:
I would like to express appreciation to the sponsor of this legislation for bringing this issue forward. I rise to speak to my amendment to the bill that is before us. Under current law, workers who are participating in the new jobs training program must be paid at least 175 percent of the minimum wage, and I fully support that. However, as you all know, with the recent changes to our minimum wage law, the wage will continue to increase over the next few years. With that in mind, I don’t think any of us want to see those workers fall behind. My amendment would ensure that workers under the new agreements are paid at least 175 percent of the minimum wage rate in effect at the time, not just what it is today.
Accounting for the future increases in the minimum wage is crucial if we want to be certain that workers participating in this program earn a good wage. I ask my colleagues for their support for this amendment.

Today and tomorrow, I will have a Senate resolution on my desk proclaiming October 16, 2014, as Dr. Abraham Nemeth Day in the state of Michigan. It is a privilege for me to recognize the remarkable life and pioneering work of Dr. Abraham Nemeth, creator of the Nemeth Braille Code for Mathematics and Scientific Notation, by offering for co‑sponsorship a Senate resolution designating October 16, 2014, as Dr. Abraham Nemeth Day in Michigan, in remembrance of his birthday.
Dr. Nemeth was a longtime resident of the city of Southfield, and he retired from the mathematics department at the University of Detroit, where he served for 30 years. Dr. Nemeth also served as chairman of the Michigan Commission for the Blind from 1991 to 1993 and was an active member of the American Federation for the Blind and the National Federation for the Blind.
Dr. Abraham Nemeth was passionate about his labor of love and continued working on the Nemeth Code up until his passing on October 3, 2013. Today, the Nemeth Code continues to make it possible for blind men and women to pursue careers in the fields of science, technology, engineering, and mathematics and support themselves and their families. The Nemeth Code has changed the lives of countless blind people and also succeeded in changing the public perception of blindness in a positive way.
