Pastor David Pierce of First Baptist Church of Coldwater offered the following invocation:

Our heavenly Father, You have told us in Your word, the Holy Scriptures, that if anyone lacks wisdom to ask it of You, and You will provide wisdom, understanding, and insight. As this body gathers and deliberates today, we would ask that wisdom from above be granted as they wrestle with issues and matters that are complicated and defy easy solutions; and as different opinions and approaches abound.

As our nation was born over 200 years ago and as our founders took time and deliberately, through prayer and supplication, sought wisdom from above, may we continue to display the same faith and determination today to trust You for solutions and help from above.

Father, I ask for Your blessing on the men and women elected to these high and important offices. Bless them and their families, and help them to be a blessing to the people who sent them here. Bless their staff members and all who serve this great state here in our Capitol.

It is in the name of Your Son, our Lord and Savior Jesus Christ, I pray. Amen.

Senate Bill No. 149, entitled

A bill to amend 1951 PA 51, entitled “An act to provide for the classification of all public roads, streets, and highways in this state, and for the revision of that classification and for additions to and deletions from each classification; to set up and establish the Michigan transportation fund; to provide for the deposits in the Michigan transportation fund of specific taxes on motor vehicles and motor vehicle fuels; to provide for the allocation of funds from the Michigan transportation fund and the use and administration of the fund for transportation purposes; to promote safe and efficient travel for motor vehicle drivers, bicyclists, pedestrians, and other legal users of roads, streets, and highways; to set up and establish the truck safety fund; to provide for the allocation of funds from the truck safety fund and administration of the fund for truck safety purposes; to set up and establish the Michigan truck safety commission; to establish certain standards for road contracts for certain businesses; to provide for the continuing review of transportation needs within the state; to authorize the state transportation commission, counties, cities, and villages to borrow money, issue bonds, and make pledges of funds for transportation purposes; to authorize counties to advance funds for the payment of deficiencies necessary for the payment of bonds issued under this act; to provide for the limitations, payment, retirement, and security of the bonds and pledges; to provide for appropriations and tax levies by counties and townships for county roads; to authorize contributions by townships for county roads; to provide for the establishment and administration of the state trunk line fund, local bridge fund, comprehensive transportation fund, and certain other funds; to provide for the deposits in the state trunk line fund, critical bridge fund, comprehensive transportation fund, and certain other funds of money raised by specific taxes and fees; to provide for definitions of public transportation functions and criteria; to define the purposes for which Michigan transportation funds may be allocated; to provide for Michigan transportation fund grants; to provide for review and approval of transportation programs; to provide for submission of annual legislative requests and reports; to provide for the establishment and functions of certain advisory entities; to provide for conditions for grants; to provide for the issuance of bonds and notes for transportation purposes; to provide for the powers and duties of certain state and local agencies and officials; to provide for the making of loans for transportation purposes by the state transportation department and for the receipt and repayment by local units and agencies of those loans from certain specified sources; and to repeal acts and parts of acts,” by amending section 10 (MCL 247.660), as amended by 2007 PA 210.

Senate Joint Resolution J, entitled

A joint resolution proposing an amendment to the state constitution of 1963, by amending sections 8 and 40 of article IX, to increase the sales tax rate and to dedicate that revenue to transportation purposes and certain other uses.

The motion prevailed, a majority of the members serving voting therefor, and the bills and joint resolution were placed on the order of General Orders.

Senator Pappageorge’s statement is as follows:

It is my privilege to introduce House Concurrent Resolution No. 28 which would require our confirmation for a new Auditor General. There were extensive interviews; Senator Anderson and myself represented the Senate at those interviews. A highly-qualified set of individuals came before us, and among those was Doug A. Ringler who clearly rated in a very talented field as No. 1.

So it is my honor and pleasure to introduce Mr. Ringler who is in the north Gallery. I would ask that we unanimously confirm Mr. Ringler as the new Auditor General, and secondly, I would ask for the chamber to recognize his presence in the Gallery.

Senator Anderson’s statement is as follows:

I would like to add my comments to what the Senator from the 13th District has already said. We did a number of interviews and spent an entire day going through the many well-qualified people. We all came to the consensus at the end of the day on Mr. Ringler. Doug, I believe, will serve the state well and will serve the State House and Senate well in his new role. I would urge members to give him their full support.

Senator Moolenaar’s statement is as follows:

Today, if you have an injury that requires physical therapy, you would have to wait to see your family doctor to get a referral slip to see a physical therapist. Depending on how busy your family doctor is, this process could take a while, sometimes even weeks. Even if you wanted to pay out of pocket for the therapy, you would still need a prescription.

The legislation before you today would bring Michigan into line with the rest of the nation. Currently, 48 other states already have some form of direct access to physical therapy. The 49th state, Oklahoma, has legislation which at present has passed both chambers of their Legislature.

Under this proposal, Michiganders would be able to visit a physical therapist a total of 10 times over a 21-day period without a prescription. This would be the maximum. This package also contains four pieces of legislation that would allow employers under the worker’s compensation act and insurance providers under the insurance code and the Prudent Purchaser Act to determine as a matter of policy if they are going to continue to require a prescription for all covered services.

At a time when we as a state face a shortage of primary care physicians, studies have shown that the cost for patients who self-refer to physical therapy is lower. I urge my Senate colleagues to vote “yes” on this legislation.

Senator Pappageorge’s statement is as follows:

The other day we passed a resolution with regard to PTSD, and we didn’t give it enough attention, in my opinion, so I am hoping to correct that today. Over 2 million U.S. service members have deployed as part of overseas contingency operations since September 11, 2001. Many of these soldiers are at high risk of suffering a post-traumatic stress injury as a result of multiple deployments, an unprecedented operational tempo, and exposure to traumatic and life-threatening events. More than 500,000 veterans have received treatment for PTSI.

The U.S. Department of Defense and Department of Veterans Affairs have worked diligently to prevent, diagnose, and treat it because it is treatable. We urge the Michigan Veterans Affairs Agency and the Adjutant General to continue their efforts to educate and treat these injuries.
