Father, as these men and women prepare for a day of political activity, we want to pause a moment to thank You for Your goodness and greatness. In Your goodness, we see the glory of creation in the world around us, from the cosmos to the familiar landscapes of this state, to the communities in which we live.
We see Your goodness especially in the inherent dignity and value of every person no matter their place and current condition. We see something of You in the world around us, but it is in our own humanity that we sense Your divine hand on our lives. Through our humanity, we are able to create, build, govern, and embark upon endeavors collectively that give rise to our spirits. Help us today to do this in ways so that we enter into Your joy.
In Your greatness, we see a Father who cares for the brokenness of His children. As we soil ourselves with deceit, violence, debauchery, and oppression, You seek to bind up the brokenhearted and set free all entrapped by the chords of injustice and sin. You stop at nothing to offer us a way back. Even the giving of Yourself is not too great a price for You to pay for our restoration.
I ask You now to aid these good men and women as they seek to govern well under the umbrella of Your goodness and greatness. We are all tempted to favoritism, selfishness, and power. We buy into shortcuts and popular superstitions that lead us down a slow, steady path to ruin. In place of these tendencies, instill in this group a drive toward virtue, honesty, and a deeply-considered sense of justice that is anchored not in political rhetoric, but in a sense of human dignity and Your perfect character.

Senator Kahn’s statement is as follows:
I rise today to speak about the supplemental bill that we have sent over to the other body, which they are considering. I want to make a few comments about the substitute that is before the floor. We are facing within the Department of Community Health a problem with the mental health agencies. They have an impending need for closing the CMHs. This will occur by March 15, so it is critical that we move forward to getting the differences between the House and the Senate resolved and this bill to the Governor’s desk for consideration.
Within the bill, besides that urgent and critical consideration, there are monies for infant mortality research and treatment. A hospital here in the state of Michigan, in Detroit, we have among the highest infant mortalities in the world. I would urge consideration for restoration of that funding by our brethren.
We have an unbalanced budget, Mr. President. The imbalance in that budget is reflected in short hand in the notion of the health insurance claim assessment—the HICA. Because of a federal match associated with the shortfall in general funds that the Department of Community Health has, that bulks up to over $300 million worth of imbalance. We need to solve that problem now. It has been in the wings of being solved all the way back to last June when we passed the original budgets. The administration has had to limp along since with an unbalanced budget, as have the people of Michigan. Among the responsibilities that we have and the oath we take, one is to provide a balanced budget.
Michigan is a wonderful tourism state. Our beaches, parks, and waters are among our proudest possessions that the Almighty has bestowed upon us. Yet our beaches are littered with phragmites, and there is money in this bill for beach grooming. It needs to be restored.
The administration has asked for, in an attempt to remain consistent with the Governor’s State of the State message, monies for the Office of New Americans. The Senate did not include those, but the other body has, and I look forward to discussing that with them. We have refugees in the state of Michigan who come from the Middle East, and in particular, right now, from Syria. There are also still some from Iraq. Consistent with the idea of the Office of New Americans, we are working to help refugees learn English and learn to drive, and monies to that end were stripped from the bill too.
We have been talking for most of this winter about shortfalls in heating fuel for vulnerable Michiganders—$4 million for propane was stripped from the bill. Federal funding for drug treatment courts was included, and I am pleased about that. I am not pleased that Military and Veterans Affairs found a loss of Veterans Affairs Agency funding, and honorary maintenance dollars were lost as well.
Mr. President, I would ask that my colleagues across the Rotunda would consider carefully what they are about to pass.
