Dear Father in heaven, we give You thanks for Your creation. Thank You for the beautiful seasons that You provide for us. We see Your artistic design in all things that we enjoy this time of the year.
Thank you for the men and women whom You have put into place and appointed as rulers of the state. We ask that You would grant them wisdom as they make decisions for everyday lives that affect us as citizens. Father, we pray for the decisions particularly that need to be made today. I pray for protection as well; that You would protect them against self-interests and that You would help them to serve in a way that is pleasing to You. I pray that truth would reign; that integrity would reign; and that character would be set forth among these men and women.
Father, I also ask that You would protect their relationships. Please protect their families—their spouses. As they put in many hours here in Lansing, I ask that You would protect the spouses who are at home. Please give their relationships solidarity, and I pray that You would flood their families with love.
Lord, I also ask that You would forgive us for our sins and the ways that we have transgressed against Your moral laws. We are thankful that in all things You do offer forgiveness for our sins. We are thankful for Your Son Jesus Christ, through whom we come to You. We pray that He would be exalted in all things. It is in His name that we pray. Amen.

Senate Bill No. 539, entitled
A bill to amend 1964 PA 170, entitled “An act to make uniform the liability of municipal corporations, political subdivisions, and the state, its agencies and departments, officers, employees, and volunteers thereof, and members of certain boards, councils, and task forces when engaged in the exercise or discharge of a governmental function, for injuries to property and persons; to define and limit this liability; to define and limit the liability of the state when engaged in a proprietary function; to authorize the purchase of liability insurance to protect against loss arising out of this liability; to provide for defending certain claims made against public officers, employees, and volunteers and for paying damages sought or awarded against them; to provide for the legal defense of public officers, employees, and volunteers; to provide for reimbursement of public officers and employees for certain legal expenses; and to repeal acts and parts of acts,” by amending section 7 (MCL 691.1407), as amended by 2005 PA 318.
The House of Representatives has amended the bill as follows:
1. Amend page 4, following line 22, by inserting:
“Enacting section 1. This amendatory act takes effect April 1, 2014.” and renumbering the remaining enacting section.

Senate Bill No. 540, entitled
A bill to enhance public safety, protect the environment, and prevent the disruption of vital public services by reducing the incidences of damage to underground facilities caused by excavation or blasting activity by providing notices to facility owners and facility operators before excavation or blasting; to provide for certain notices to affected parties when underground facilities are damaged; to provide for the powers and duties of certain state governmental officers and entities; to allow the promulgation of rules; to prescribe penalties; to allow the imposition of a fee; to provide for immunity for certain individuals; to allow claims for damages against certain governmental entities in certain circumstances; and to repeal acts and parts of acts.
The House of Representatives has substituted (H-1) the bill.

A resolution recognizing November 10-16, 2013, as Nurse Practitioner Week in the state of Michigan.
Whereas, There are more than 171,000 licensed nurse practitioners (NPs) in the United States, with over 4,700 in Michigan providing high-quality, cost-effective, patient-centered, and personalized health care for nearly half a century; and
Whereas, NPs have graduate, advanced education of mostly master’s degrees, and an increasing number have doctorates and advanced clinical training beyond their initial registered nurse preparation; and
Whereas, NPs order, perform, and interpret diagnostic tests, diagnose and treat acute and chronic conditions, and prescribe medications and other treatments; and
Whereas, These licensed nurse practitioners are truly partners in the health care of their patients, so that in addition to clinical services, NPs focus on health promotion, disease prevention, health education, and counseling, guiding patients to make smarter health and lifestyle choices; and
Whereas, The excellence, safety, and cost-effectiveness of the care provided by NPs is established and well-documented; and
Whereas, NPs provide health care to people of all ages and in diverse health care settings, such as private office practices, hospitals, long-term care facilities, schools, state and local health departments, managed care facilities, and retail-based clinics; and
Whereas, More than 18 percent of NPs practice in rural settings with populations of less than 25,000; and
Whereas, It is documented that patients of NPs are given more personal time and attention than they traditionally receive from other health care providers; now, therefore, be it
Resolved by the Senate, That we hereby recognize November 10-16, 2013, as Nurse Practitioner Week in the state of Michigan, in recognition of the many contributions that this dedicated group of health care professionals makes to the health and well-being of the people in the communities they serve in this great state and throughout the country.
