Senator Glenn S. Anderson of the 6th District offered the following invocation:
As we bow our heads in prayer today, let us not forget the victims from last week’s terrorist attack in Boston and their continued recovery and the explosion in West, Texas, and all the first responders and citizens who rushed to help. May the family and friends of Jon Farley, one of our own, be comforted with his passing for his funeral this day and for the days to come. We are one big family, and we hope they are comforted by our thoughts and prayers.

Senator Young’s statement is as follows:
Madam President, I’d like to start with a quote. It’s a quote from John Adams: “No man should be trusted with unlimited power.” That is what we have in the emergency manager law. We have one man who is entrusted with unlimited, absolute power. He has the ability to terminate contracts. He has the ability to be able to override the vote of city council or the decision of the mayor. He wasn’t elected by anyone, and when the people had the opportunity to vote against this law, 82 percent of the city of Detroit voted against this bill—82 percent. Eighty-two percent, or I guess in terms of the Michigan Republicans, is a close election. Eighty-two percent, that’s more than a majority. This is wrong, fundamentally.
The promise of Michigan and the reality of Michigan will only be bridged if we have a vibrant democracy. This country is an indestructible union with indestructible states because liberty is immortal, justice is eternal, and democracy is a fundamentally-guaranteed right in her borders. We will never truly reach the pinnacle as a state if we do not have democracy. This is the difference between this country and all the rest of the countries. It is the difference between what makes us great as a nation and why we are the superpower. It separates the good from the great. It separates the decent from the dominant. It separates the average from the awesome.
Madam President, I am begging you. We cannot function as a civil society—we cannot function and take our people in a quantum leap forward economically if prosperity and democracy are not at the helm. We must have democracy. It will not take place with an EM there.
Now, I understand that the city of Detroit right now is in financial hardship. I understand that we have our difficult times, but difficulty is not enough reason to eliminate democracy. Emergency is not enough of a purpose for us to get rid of the right of citizens to exercise their franchise. Madam President, this is Michigan. In the city of Detroit, where I’m from and where I represent, it was Martin Luther King who gave his “I Have a Dream” speech first, right here in the city of Detroit. What example are we setting? What message are we sending to his legacy if we just abandon the right to vote?
Madam President, let me say this about power. Power is always about expansion. It’s never about limitation. Once we start getting rid of democracy for financial purposes, what’s next? How far is this going to go?
I think Governor Snyder is so accustomed to the authority; to the almost omnipotent power that he has with these EMs. You could have people who were proud and who were strong and who were willing to fight for their cause tremble at the thought of them getting wiped out. You could have entire communities stand up and say, “This is what we don’t want,” and you could come in and do it anyway. You could take this ability to twist, to manipulate, to contort, to mutilate, to shape in one man’s image government as he sees fit.
I think he’s blinded—the Governor. I think it’s seduced him to the point where this is going to be an uncontrollable beast. It’s going to be one of the most dangerous, screaming three-headed hydras you’ve ever seen. Once you let this thing out, how are you going to be able to bring it back in?
This is dangerous. The biggest threat to our liberty is the concentration of power. If you care about liberty; if you care about equal justice under the law; if you care about life, liberty, and the pursuit of happiness, we have to vote the EM law down.
