“Heavenly Father
We are grateful daily for Your greatness and Your goodness.
In Your greatness we see the glory of Your creation all around us. We see this world that despite its brokeness still fills us with wonder and awe. Out of the wonder of creation we see humanity that bears Your image in many ways. Each person is imbued with value that transcends our desire and propensity to lessen it.
A view through Your eyes would show us clearly that there are no little people. There is no human to which we should not seek to extend dignity and love anchored in truth. Humanity, out of all creation, sits at the apex of Your care and concern.
In Your goodness we see Your desire to save us from our sin through Your son. We see Your desire for justice to set people, relationships, communities and systems aright. In Your goodness You have entrusted this group to have positions of decision making. You and only You have established them as Your agents to bring about human flourishing. This body You have established to bring about Your good purposes. Many view this as a place of power. However, Your desire is that it be a place of service, care, justice and love.
Bless these legislators today. Guide their decisions. Give them wisdom and may they be soft to its leading. Give them the courage to set aside personal gain for a greater good when needed. Give them courage to be righteous instead of popular, to be fair instead of biased, and to be caring instead of calculating. May they have the character You desire in their private life as well as their public life.
Thank You for the good work that is done here by so many. Guide them to even greater courage today.

House Resolution No. 120.
A resolution to declare May 2013 as Lyme Disease Awareness Month in the state of Michigan.
Whereas, As the summer season calls people to Michigan’s outdoors to camp, hike, and otherwise enjoy the beauty of our lush green forests, it is an appropriate time to remind citizens of proper precautions and the safety rules of the woodlands. In recent years, Lyme disease has been a concern among outdoor enthusiasts. We urge Michigan residents to become aware of the signs and symptoms, prevention tactics, and treatment of Lyme disease; and
Whereas, An illness caused by the painless bite of a tiny deer tick, Lyme disease causes serious problems involving the heart, joints, and nervous systems in humans and animals. Prompt medical attention will minimize complications of this illness which initially may cause headaches, stiff muscles and joints, fever, nausea, and fatigue. Usually within a few days of being bitten by an infected tick, a person will develop a circular rash. However, detection of the disease is difficult because early symptoms vary and will disappear only to lead to serious problems later; and
Whereas, First recognized in children in 1975 in Lyme, Connecticut, this disease has been reported with increasing frequency throughout the United States. It is crucial that information relating to Lyme disease be available to the public and that the possible severity of its complications be understood by the citizens of Michigan. We salute the people of the Michigan Lyme Disease Association and the Michigan Department of Community Health for their efforts to expand our awareness and knowledge of the prevention and treatment of Lyme disease; now, therefore, be it
Resolved by the House of Representatives, That the members of this legislative body declare May 2013 as Lyme Disease Awareness Month in the state of Michigan.

A resolution to declare May 3, 2013, as Stand4Change Day in the state of Michigan.
Whereas, According to the U.S. Department of Justice, a child is bullied every seven minutes; and
Whereas, One in seven students is either a bully or a victim of bullying; and
Whereas, According to the National Association of School Psychologists, 160,000 students stay home from school every day for fear of bullying; and
Whereas, Teen suicides are on the rise and bullying is often cited as a contributing factor in these tragic situations; and
Whereas, Millions of students and teachers across North America will stand for change on May 3, 2013, at 12:00 p.m. to let the world know that they will no longer tolerate bullying in their schools and communities; and
Whereas, By joining in this movement the Michigan Legislature can demonstrate its commitment to improving the lives of young people everywhere and help to save lives in the process; now, therefore, be it
Resolved by the House of Representatives, That the members of this legislative body declare May 3, 2013, as Stand4Change Day in the state of Michigan.

“An act to protect the environment and natural resources of the state; to codify, revise, consolidate, and classify laws relating to the environment and natural resources of the state; to regulate the discharge of certain substances into the environment; to regulate the use of certain lands, waters, and other natural resources of the state; to prescribe the powers and duties of certain state and local agencies and officials; to provide for certain charges, fees, assessments, and donations; to provide certain appropriations; to prescribe penalties and provide remedies; and to repeal acts and parts of acts,”
The House agreed to the full title.
Rep. Stamas moved that the bill be given immediate effect.
The motion prevailed, 2/3 of the members serving voting therefor.

Rep. Howrylak, having reserved the right to explain his protest against the passage of the bill, made the following statement:
“Mr. Speaker and members of the House:
I voted no because the Natural Resources Commission should not be a final authority on the designation of a species as game, absent necessary reforms. The reforms to the Natural Resources Commission that I propose include the following: extensive professional and competency standards as pre-requisites for appointment to the commission and ensuring that decisions are subject to the right of referendum of the voters of the State of Michigan. It is imperative that commission members have a relevant background in conservation and science. Additionally, in its current form, the decisions of the commission are not subject to voter initiative/referendum because of its regulatory authority.
Absent these reforms to ensure that wildlife and wildlife management decisions truly are based on sound science, the commission should only act in an advisory capacity to the legislature in the matter of species game designation.”
Rep. Irwin, having reserved the right to explain his protest against the passage of the bill, made the following statement:
“Mr. Speaker and members of the House:
I voted against SB 288 primarily because the bill is a reaction to a citizen effort to refer a previous bill to the 2014 ballot. The legislature should not short-circuit the referendum process, thereby impairing the rights of the people. We have Constitutional powers granted to the people to bring bills passed by the legislature to the ballot, for the people to decide. When legislation is introduced and rushed through with the primary purpose of frustrating these citizen efforts, it brings shame and disrepute to the legislature. Also, this bill distances the elected leaders from the process of designating game species. These decisions should be made by indivuals accountable to the people.”

A bill to amend 1941 PA 122, entitled “An act to establish the revenue collection duties of the department of treasury; to prescribe its powers and duties as the revenue collection agency of this state; to prescribe certain powers and duties of the state treasurer; to establish the collection duties of certain other state departments for money or accounts owed to this state; to regulate the importation, stamping, and disposition of certain tobacco products; to provide for the transfer of powers and duties now vested in certain other state boards, commissions, departments, and offices; to prescribe certain duties of and require certain reports from the department of treasury; to provide procedures for the payment, administration, audit, assessment, levy of interests or penalties on, and appeals of taxes and tax liability; to prescribe its powers and duties if an agreement to act as agent for a city to administer, collect, and enforce the city income tax act on behalf of a city is entered into with any city; to provide an appropriation; to abolish the state board of tax administration; to prescribe penalties and provide remedies; and to declare the effect of this act,” by amending section 3 (MCL 205.3), as amended by 2006 PA 615.

I continue to object to the use of procedural tricks to subvert the Constitutional rights of citizens to know accurately the actions of the House of Representatives. Motions for immediate effect are routinely gaveled through without even a pretense of vote counting. This motion requires support from 2/3rds of the members and there is no genuine effort to ascertain the level of support for immediate effect. I object to this practice and I object to the erroneous assertions printed in the House Journal that suggest an authentic counting of votes occurred on the House floor.
