Motions and Resolutions

Reps. McMillin, Johnson, Howrylak, Rendon, Genetski, VerHeulen, Goike, Hooker, Graves, Denby, Heise, Kowall and O’Brien offered the following resolution:

House Resolution No. 25.

A resolution to express support for pregnancy resource centers and to memorialize Congress and other state and federal agencies to support these facilities in a manner that does not compromise their mission or religious integrity.

Whereas, The life-affirming impact of pregnancy resource centers across the country on the women, men, children, and communities they serve is considerable and growing. Pregnancy resource centers serve women in Michigan and all across the country with integrity and compassion; and

Whereas, More than 2,500 pregnancy resource centers throughout the United States provide comprehensive care to women and men facing unplanned pregnancies, with the centers providing resources to meet their physical, psychological, emotional, and spiritual needs; and

Whereas, Many pregnancy resource centers offer ultrasound and other medical services, and many provide information on adoption and adoption referrals. Pregnancy resource centers encourage women to make positive life choices by equipping them with complete and accurate information regarding their options and the development of their unborn child; and

Whereas, Pregnancy resource centers provide women with compassionate and confidential peer counseling in a nonjudgmental manner, regardless of their pregnancy outcomes. These centers ensure that women are receiving prenatal information and services that lead to the birth of healthy infants; and

Whereas, Pregnancy resource centers provide important support and resources for women who choose childbirth over abortion. They also provide grief assistance for women and men who regret the loss of their children from past choices they have made; and

Whereas, Many pregnancy resource centers work to prevent unplanned pregnancies by teaching effective abstinence education in public schools. Federal and state government agencies are increasingly recognizing the valuable services of pregnancy resource centers through the designation of funds. However, pregnancy resource centers operate primarily through reliance on the voluntary donations and time of caring individuals who are committed to working with women and promoting and protecting life; now, therefore, be it

Resolved by the House of Representatives, That we express support for pregnancy resource centers and memorialize Congress and other state and federal agencies to support these facilities without putting them at a disadvantage to other types of organizations for eligibility of assistance that the government is already offering for such things as medical equipment and abstinence education. We urge that any such assistance that is offered by a government agency is carried out in a manner that does not compromise the mission or religious integrity of the pregnancy resource centers; and be it further

Resolved, That copies of this resolution be transmitted to the Michigan Department of Community Health, the Office of the President of the United States, the President of the United States Senate, the Speaker of the United States House of Representatives, and the members of the Michigan congressional delegation

The resolution was referred to the Committee on Families, Children, and Seniors.

Reps. Outman, Brown, Denby, Howrylak, Kowall, O’Brien and Poleski offered the following resolution:

House Resolution No. 26.

A resolution to declare February 22, 2013, as Peace and Healing Day in the state of Michigan.

Whereas, The people of Michigan have a right to a safe community free from violence and the fear of violence; and

Whereas, Violence on the streets of our major cities as well as our smaller communities continues to harm our state by disrupting families, destroying the futures of our children, demoralizing good citizens, and consuming valuable state resources in both law enforcement and corrections; and

Whereas, Communities around the state are coming together to express their unified desire to work toward the goal of making our cities safer by focusing on crime reduction. Community organizations, law enforcement and anti-crime organizations are coming together with the common goal of promoting peace and spreading awareness of the harm that violence inflicts on our communities; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body declare February 22, 2013, as Peace and Healing Day in the state of Michigan. We call for a halt to street violence and invite media and educators around the state to engage, inform, and empower people to focus attention on the many benefits of peace, cooperation, and healing in our communities.

The question being on the adoption of the resolution,

The resolution was adopted.

Reps. Somerville, Brown, Crawford, Denby, Heise, Hooker, Howrylak, Kowall, O’Brien, Poleski and Talabi offered the following resolution:

House Resolution No. 27.

A resolution to declare February 2013 as Cancer Prevention Month in the state of Michigan.

Whereas, An estimated 1,638,910 new cases of cancer were diagnosed in the United States in 2012 alone; and

Whereas, Although there is no definitive method for cancer prevention, there are ways to reduce the risk; and

Whereas, Factors that are known to increase the risk of cancer, including cigarette smoking, excessive alcohol consumption, obesity, physical inactivity, poor nutrition, and overexposure to UVA/UVB rays, should be avoided; and

Whereas, It is important to have a heightened awareness of any irregularities or changes in your body so you can alert your physician; and

Whereas, Regular screening examinations from a physician can result in early detection and removal of precancerous growths; and

Whereas, Cancers that can be prevented or detected early by these screenings can account for at least half of all new cancer cases; and

Whereas, Daily lifestyle choices can also have an impact on the likelihood of getting cancer; and

Whereas, The American Institute for Cancer Research recommends a basic three-tier approach consisting of physical activity for at least 30 minutes a day, maintenance of a healthy weight throughout your life, and a healthy diet of limited red meat and no processed meat; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body declare February 2013 as Cancer Prevention Month in the state of Michigan.

The question being on the adoption of the resolution,

The resolution was adopted.

Reps. Muxlow, Brown, Crawford, Denby, Heise, Howrylak, Kowall, Poleski and Talabi offered the following resolution:

House Resolution No. 28.

A resolution to declare February 2013 as School Principals Month in the state of Michigan.

Whereas, The school principal plays a central role in creating an environment conducive to learning throughout our state and country; and

Whereas, The House of Representatives acknowledges the challenges of 21st century teaching, leading, and learning; and

Whereas, The school principal acts as the liaison between the school and the community it serves and ensures that parents and taxpayers are aware of student achievements; and

Whereas, The expectations for principal leadership within schools have increased greatly in the past decade, including quality and accountability for all children; and

Whereas, Energetic and inspiring school leadership is essential if schools, teachers, students, and support staff are to implement college and career-ready standards and rigorous assessments; and

Whereas, The goal of School Principals Month is to raise awareness of the importance of educational leadership in the school and the valuable contribution of the school principal to the success of the learning community; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body declare February 2013 as School Principals Month in the state of Michigan. We encourage each school and community to appropriately recognize the vital role of their principals in the success of all students.

The question being on the adoption of the resolution,

The resolution was adopted.

House Resolution No. 29.

A resolution to declare February 10-16, 2013, as School Principals Week in the state of Michigan.

Whereas, Throughout Michigan and across the country, the school principal plays a central role in creating an environment conducive to learning; and

Whereas, The House of Representatives acknowledges the challenges of 21st Century teaching, leading, and learning; and
