FIREARM IN VEHICLE: SPORTING CLAYS RNG H.B. 5322:
COMMITTEE SUMMARY
House Bill 5322 (as passed by the House)
Sponsor: Representative Kurt Heise
Senate Committee: Outdoor Recreation and Tourism
CONTENT
The bill would amend Parts 401 (Wildlife Conservation) and 811 (Off-Road Recreation Vehicles) of the Natural Resources and Environmental Protection Act to allow an individual to transport or possess an unloaded firearm in a vehicle on a sporting clays range.
Except as otherwise provided, Part 401 prohibits an individual from transporting or possessing a firearm in or upon a vehicle, unless the firearm is unloaded in both barrel and magazine and enclosed in a case, carried in the trunk of a vehicle, or unloaded in a motorized boat. The bill would create an exception allowing a person to transport or possess an unloaded firearm in or upon a vehicle on a sporting clays range.
Part 811 prohibits an individual from operating an off-road recreational vehicle while transporting a firearm unless unloaded and securely encased, or equipped with and made inoperative by a manufactured keylocked trigger housing mechanism. The bill would create an exception to this prohibition for a person transporting or possessing an unloaded firearm on a sporting clays range.
