CONTENT
The bill would amend the Public Health Code to delay the effective date of a prohibition against local regulation of massage therapists. Part 179A (Massage Therapy) of the Code, which took effect on January 9, 2009, was enacted to provide for the regulation of massage therapists and require them to obtain a license from the Department of Community Health. As of January 9, 2010, a local unit of government may not establish or maintain licensing requirements for a massage therapist licensed under Part 179A. Under the bill, instead, a local unit of government could not establish or maintain licensing requirements beginning one year after the certification of administrative rules to implement and administer Part 179A.

FISCAL IMPACT
The bill would have no effect on State revenue or expenditures. For local units that chose to continue licensing massage therapists, the bill would increase both licensing revenue and expenditures. The magnitude of any impact on local units would depend on how many therapists were licensed and the specific fees and costs of the local unit.
