A SUMMARY OF HOUSE BILL 4619 AS INTRODUCED 9-10-10
House Bill 6419 would amend the Michigan Vehicle Code (MCL 257.1 et al.) to require that, beginning July 1, 2011, when the Secretary of State sends out notifications for renewal of vehicle registrations, the following would be printed on the envelopes:
"Michigan adoption records will be open July 1, 2012. For more information, contact the Michigan Department of Community Health or refer to www.Michigan.gov/DCH."
House Bill 6419 is tie-barred to House Bill 4015, meaning that it could not take effect unless House Bill 4015 is also enacted.
House Bill 4015 would amend the sections of the Probate Code (MCL 710.27b & 710.68) that deal with the release of identifying information about former parents to adopted children. Several versions of that bill are currently under consideration in the House Family and Children's Services Committee.
FISCAL IMPACT:
House Bill 6419 would have an indeterminate but likely negligible fiscal impact on the Department of State. The costs to the department would come from placing the new language on the envelopes.
