Amend page 20, line 25, after “ACT.” by inserting “FOR THE STATE FISCAL YEAR THAT BEGINS OCTOBER 1, 2010, MEMBERS WHOSE YEARLY SALARY IS LESS THAN $18,000.00 SHALL CONTRIBUTE 1.5% OF THE MEMBER’S COMPENSATION TO THE APPROPRIATE FUNDING ACCOUNT IN THE PUBLIC EMPLOYEE RETIREMENT HEALTH CARE FUNDING ACT. FOR EACH STATE FISCAL YEAR THAT BEGINS ON OR AFTER OCTOBER 1, 2011, MEMBERS WHOSE YEARLY SALARY IS LESS THAN $18,000.00 SHALL CONTRIBUTE 3% OF THE MEMBER’S COMPENSATION TO THE APPROPRIATE FUNDING ACCOUNT IN THE PUBLIC EMPLOYEE RETIREMENT HEALTH CARE FUNDING ACT.”.

Rep. Lisa Brown moved to amend the bill as follows:

1. Amend page 38, following line 25, by inserting:

SEC. 92B. IT IS THE INTENT OF THE LEGISLATURE TO USE MONEY FROM THE SAVINGS TO THIS STATE THAT RESULT FROM ENACTMENT OF THE AMENDATORY ACT THAT ADDED THIS SECTION TO FULLY RESTORE FUNDING TO SCHOOL DISTRICTS CALCULATED UNDER SECTION 20J OF THE STATE SCHOOL AID ACT OF 1979, 1979 PA 94, MCL 388.1620J, TO AT LEAST THE LEVEL OF THAT FUNDING AS IN EFFECT FOR THE 2008-2009 STATE FISCAL YEAR.”.

House Resolution No. 263.

A resolution to declare May 8, 2010, as Train Day in the state of Michigan.

Whereas, The United States of America has made a considerable financial commitment to expanding the nation’s high‑speed and intercity passenger rail (HSIPR) network, appropriating $4 billion last year for both state corridor development efforts and Amtrak state of good repair investments in the FY10 Consolidated Appropriations Act; and

Whereas, The President and Vice-President announced in January 2010 an additional $8 billion in American Recovery and Reinvestment Act (ARRA) awards for 13 corridors in 31 states; and

Whereas, The Federal Railroad Administration received applications requesting seven times the available funds for the HSIPR ARRA grants; and

Whereas, Developing this pipeline of national high-speed and intercity passenger rail projects will revitalize the domestic manufacturing industry and create additional American jobs building on the one million good-paying, middle-class creating American jobs that can never be outsourced already supported by the rail industry; and

Whereas, Ridership on Amtrak grew every year from 2000 through 2008, and is on track in 2010 for its best ridership year ever, further demonstrating the increased demand for intercity passenger rail services; and

Whereas, In highly populated regions, Amtrak trains and infrastructure carry intercity passengers and commuters to and from work in congested metropolitan areas, providing a reliable rail option while reducing congestion on roads and in the skies; and

Whereas, Amtrak annually provides intercity passenger rail travel to over 25 million Americans residing in 46 states; and

Whereas, For many rural Americans, Amtrak represents the only major intercity transportation link to the rest of the country; and

Whereas, Passenger rail provides a more fuel-efficient transportation system thereby providing cleaner transportation alternatives and energy security; and

Whereas, When combined with all modes of transportation, passenger railroads emit only 0.2 percent of the travel industry’s total greenhouse gases and one freight train can move a ton of freight 457 miles on one gallon of fuel; and

Whereas, In the state of Michigan, 680,224 people got on and off trains in the fiscal year 2009; and

Whereas, Our railroad stations are a source of civic pride, a gateway to our communities and a tool for economic growth that creates transportation-oriented development and livable communities; and

Whereas, On May 10, 1869, the “golden spike” was driven into the final tie at Promontory Summit, Utah to join the Central Pacific and the Union Pacific Railroads, ceremonially completing the first transcontinental railroad and therefore connecting both coasts of the United States; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body declare May 8, 2010, as Train Day in the state of Michigan; and be it further

Resolved, That we recognize and celebrate the pivotal role that a robust intercity passenger rail system can provide for better mobility for persons of all abilities; and be it further

Resolved, That we hold events at our stations for our communities to commemorate this momentous day in railroad history and for our communities.

A bill to amend 1949 PA 300, entitled “An act to provide for the registration, titling, sale, transfer, and regulation of certain vehicles operated upon the public highways of this state or any other place open to the general public or generally accessible to motor vehicles and distressed vehicles; to provide for the licensing of dealers; to provide for the examination, licensing, and control of operators and chauffeurs; to provide for the giving of proof of financial responsibility and security by owners and operators of vehicles; to provide for the imposition, levy, and collection of specific taxes on vehicles, and the levy and collection of sales and use taxes, license fees, and permit fees; to provide for the regulation and use of streets and highways; to create certain funds; to provide penalties and sanctions for a violation of this act; to provide for civil liability of owners and operators of vehicles and service of process on residents and nonresidents; to regulate the introduction and use of certain evidence; to provide for the levy of certain assessments; to provide for the enforcement of this act; to provide for the creation of and to prescribe the powers and duties of certain state and local agencies; to impose liability upon the state or local agencies; to provide appropriations for certain purposes; to repeal all other acts or parts of acts inconsistent with this act or contrary to this act; and to repeal certain parts of this act on a specific date,” by amending sections 732, 907, and 909 (MCL 257.732, 257.907, and 257.909), section 732 as amended by 2006 PA 298, section 907 as amended by 2008 PA 463, and section 909 as amended by 2000 PA 94.

The Senate has amended the House substitute (H-1) as follows:

1. Amend page 18, following line 10, by striking out all of section 909.

The Senate has concurred in the House substitute (H-1) as amended, ordered that the bill be given immediate effect and amended the title to read as follows:
