SUBSTITUTE FOR

HOUSE BILL NO. 4091

  (As amended March 28, 2007)

     A bill to amend 1976 PA 451, entitled

"The revised school code,"

(MCL 380.1 to 380.1852) by adding section 1310c.

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

Sec. 1310c. Not later than 30 days after the effective date of

this section, the department shall develop a model policy

applicable to grades K-12 that prohibits bullying or harassment at

school, as defined in section 1310b, and make this model policy

available to school districts, intermediate school districts,

public school academies, and nonpublic schools. The legislature

strongly encourages the board of a school district or intermediate

school district or board of directors of a public school academy [to

 inform parents of this model policy,] to

adopt this model policy for the purposes of section 1310b[,] and to

work with local law enforcement agencies [and parents] as appropriate in

 the

implementation of the district's or public school academy's policy.

     Enacting section 1. This amendatory act does not take effect

unless House Bill No. 4162 of the 94th Legislature is enacted into

law.
