Reach down and touch us as You did Paul to remove the scales from his eyes to allow us to see the way.
Lead us to make decisions that are for the good of all people. Give us the wisdom to keep from doing harm.
Bless each of us who serves in this state capitol--no matter in what capacity or party--Giving us clear-headedness, good health, and vigor to carry out our responsibilities. We pray in the name of Christ, Amen."

House Bill No. 4591, entitled
A bill to amend 1976 PA 451, entitled "The revised school code," by amending sections 1538 and 1539 (MCL 380.1538 and 380.1539), section 1538 as added by 1988 PA 339 and section 1539 as amended by 2004 PA 76, and by adding section 1538a.
Was read a second time, and the question being on the adoption of the proposed substitute (H-2) previously recommended by the Committee on Education,
The substitute (H-2) was adopted, a majority of the members serving voting therefor.
Rep. Hopgood moved to amend the bill as follows:
1. Amend page 4, line 25, by striking out all of section 1538A and inserting:
"SEC. 1538A. (1) A TEACHER PREPARATION INSTITUTION AND ITS SUBJECT AREA SPECIALTY PROGRAMS SHALL BE APPROVED BY THE STATE AS PROVIDED UNDER R 390.1151 TO R 390.1156 OF THE MICHIGAN ADMINISTRATIVE CODE. AS PROVIDED UNDER R 390.1151 OF THE MICHIGAN ADMINISTRATIVE CODE, AND SUBJECT TO SUBSECTION (3), THE TEACHER PREPARATION PROGRAM AND SUBJECT AREA SPECIALTY PROGRAMS OF A STATE-APPROVED TEACHER PREPARATION INSTITUTION ARE SUBJECT TO PERIODIC REVIEW FOR CONFORMANCE WITH STATE BOARD STANDARDS AND PROCEDURES.
(2) A STATE-APPROVED TEACHER PREPARATION INSTITUTION SHALL PAY THE FOLLOWING FEES TO THE DEPARTMENT FOR APPROVAL AND PERIODIC REVIEW UNDER SUBSECTION (1):
(A) FOR APPROVAL OR PERIODIC REVIEW OF A TEACHER PREPARATION PROGRAM, THE FOLLOWING:
(i) IF THE COLLEGE OR UNIVERSITY OF WHICH THE TEACHER PREPARATION INSTITUTION IS PART HAS A TOTAL STUDENT ENROLLMENT OF LESS THAN 2,000, A FEE OF $2,000.00.
(ii) IF THE COLLEGE OR UNIVERSITY OF WHICH THE TEACHER PREPARATION INSTITUTION IS PART HAS A TOTAL STUDENT ENROLLMENT OF 2,000 OR MORE, A FEE OF $3,500.00.
(B) FOR APPROVAL OR PERIODIC REVIEW OF A SUBJECT AREA SPECIALTY PROGRAM, A FEE OF $300.00.
(3) THE DEPARTMENT SHALL NOT CONDUCT A PERIODIC REVIEW OF A PARTICULAR TEACHER PREPARATION PROGRAM OR SUBJECT AREA SPECIALTY PROGRAM MORE FREQUENTLY THAN ONCE EVERY 5 YEARS. HOWEVER, IF THE CONTENT STANDARDS FOR A SUBJECT AREA SPECIALTY PROGRAM ARE REVISED, THE DEPARTMENT MAY CONDUCT A PERIODIC REVIEW OF THAT SUBJECT AREA SPECIALTY PROGRAM BEFORE THE 5-YEAR REVIEW PERIOD HAS EXPIRED.".

A resolution to commemorate May 12, 2007, as Michigan Fibromyalgia Awareness Day.
Whereas, Fibromyalgia is a disease with uncertain cause and no known cure, this chronic condition affects men, women, and children of all ages around the world. This chronic disease affects an estimated 10 million people in the United States alone; and
Whereas, Fibromyalgia is a very serious and chronic disease, which affects people to suffer often unbearable pain. Fibromyalgia causes these people to suffer in many ways including sleep fatigue; with a disturbance of deep sleep, patterns of non-restorative sleep, it can also include various nervous system pains such as; neuropathic pain, central nervous system pain, transmitter or receptor dysfunction pain, headache, interstitial cystitis, dizziness, tingling sensations, lack of sensations, vision problems, noise sensitivity, dysfunctional bowels, and problems with memory functioning; and
Whereas, People suffering from this chronic condition make daily activities near impossible. Patients are unable to lift objects even of light weight, have problems climbing and descending stairs, and any physical strain makes it near impossible to conduct daily routines; and
Whereas, A diagnosis of Fibromyalgia takes an average of five years. During the time the patient is enduring all this pain, he or she often faces discrimination at both the workplace and the community; and
Whereas, The lack of public education makes Fibromyalgia near impossible to treat, let alone diagnose. Public education and research on the causes and diagnosis of this illness would help to eliminate a misunderstanding of its conditions, and possibly make advances in diagnosis and treatment more feasible in the future; now, therefore, be it
Resolved by the House of Representatives, That the members of this legislative body commemorate May 12, 2007, as Michigan Fibromyalgia Awareness Day.
Pending the reference of the resolution to a committee,
