SUBSTITUTE FOR

HOUSE BILL NO. 6259

     A bill to amend 1984 PA 431, entitled

"The management and budget act,"

(MCL 18.1101 to 18.1594) by adding section 263b.

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

     Sec. 263b. (1) The department shall establish and maintain a

state procurement database and make that database available to the

public on the internet, without charge, through the department's

website.

     (2) The department's procurement database shall include all of

the following:

     (a) All invitations to bid, requests for proposals, and

requests for information issued by the department in an easy-to-use

searchable format that is separated into categories by subject

matter.

     (b) Sufficient information on the department's procurement and

bidding process that would allow a potential vendor the ability to

submit a bid.

     (c) Information on how to become a qualified vendor.

     (d) Contact information for the department and the Michigan

business purchasing assistance program.

     (e) The ability for a potential vendor who registers with the

department to receive prompt electronic mail notification of

current invitations to bid, requests for proposals, and requests

for information issued by the department.

     (3) The department shall provide a link on the state's main

website to the department's website to access the department's

procurement database.
