CONTENT
The bill would amend Public Act 103 of 1937, which prescribes criteria for instruments recorded with the register of deeds, to include a requirement that all or at least five digits of any Social Security number appearing in or on an instrument be obscured or removed, beginning July 1, 2007. This would not apply if State or Federal law, rule, regulation, or court order or rule required that all or more than four sequential digits of the Social Security number appear in the instrument.


The Act states that an instrument by which the title to or any instrument in real estate is conveyed, assigned, encumbered, or otherwise disposed of may not be "received for record" unless instrument complies with the prescribed criteria. Under the bill, such an instrument could not be "recorded at length" unless the criteria were met.
