CONTENT
Senate Bills 548, 549, and 550 amended the act that provides for a personal identification card, the Michigan Vehicle Code, and the Natural Resources and Environmental Protection Act, respectively, to provide that beginning October 1, 2005, revenue generated from fees for commercial look-up requests must be deposited in the Transportation Administration Collection Fund (TACF). Previously, revenue generated from commercial look-ups was appropriated to the Department of State for necessary expenses. The balance of the fee revenue remaining at the end of the fiscal year lapsed to the State General Fund.
The General Government Appropriation act sets the ($7) per-record fee charged by the Department of State. The Department of State is authorized to set a market-based price of records sold in bulk. The bulk price is $16 per thousand for information from standard fields and $64 per thousand for lists that require modification.

FISCAL IMPACT
Under the bills, fee revenue from commercial look-ups will continue to be used for necessary expenses of the Department of State. However, remaining balances from fee revenue will remain in the TACF for future appropriation to the Department of State instead of lapsing to the General Fund. Look-up fee revenue collections exceeded the FY 2004-05 year-to-date look-up fee appropriation for the Department of State by approximately $4.0 million.
