A SUMMARY OF HOUSE BILL 5906 AS INTRODUCED 3-23-06
The bill would create a new act to permit local units of government (counties, cities, townships, and villages) to establish storm water utility systems. The local unit, with voter approval, could levy a tax of up to five mills on the taxable value of all taxable property in the local unit to pay for the necessary capital, operating, and maintenance costs of the system. The tax would be in addition to any statutory or charter rate limitation.
The bill defines "storm water utility system" to mean storm sewers, retention basins, and all other appurtenances and attachments necessary to the system.
FISCAL IMPACT:
The bill would increase local revenue by an unknown amount in those units that voted for and assessed the additional millage. It would have no impact on state revenue.
