Father, as we come to You today, I ask that You give us wisdom; Lord, that You give these individuals who lead our great state wisdom to know right from wrong; that, Father, You would give them vision to see beyond their sight, that they would see things for this state that would take this state to a new place.

Thank You for guiding their hearts and their decisions. Protect and direct their personal steps. Lord, I lift each one of them personally to You, their families, and guide them with integrity and moral strength. I pray that their personal character would be such that their names would be recognized and respected; that they would be looked to by the youth of this state as examples and as role models for their lives.

Father, I pray that any frustration You would replace it with patience. Let Your joy wash away any depression that would fall upon them. Lord, let the comfort of Your presence eliminate any fear or frustration. Father, I thank You that You, the God of creation and innovation, will give that wisdom to them to lead our economy in our state; that, Father, we would truly become the example to this nation; Father, that Michigan would rise to the prominence that You have created it to be.

Father, bless our time, bless their time today, and bless all of their decisions and all that they do. Father, I ask these things in the Lord's name. Amen.

Senator Scott's statement is as follows:

Yesterday I addressed some of the highlights noted in the November issue of Governing magazine regarding positive changes being made in the state of California relative to insurance reform. Today I would like to share with you some other rather interesting points mentioned in that same article.

The article mentions the fact that many believe territorial pricing to be discriminatory in that where rates are often the highest in our urban areas is where a larger portion of our minority population resides. The article reads, "Take an excellent driver with 22 years driving experience, no penalties and who drives the same number of miles as someone else. Change that person's zip code and that driver pays dramatically more in a low-income area or a community of color that is in a suburban area."

I argue that we cannot continue to penalize those who live in our urban areas. We pay more for everything, and unfortunately, it is the same population who can least afford to pay. The fact that there continues to be news stories and articles and columns on this issue of ridiculously high auto insurance rates tells me that this is truly a public policy issue that demands our attention.

I think if this was in the majority of your areas, you would pay more attention to this. I think it's time that we do. You know, each time that I get up here and talk, it's not about me, but it's about the majority of our people who live in urban areas. We all ought to be concerned about it.
