Senator Michael Switalski of the 10th District offered the following invocation:
Good morning, Lord. I know we take life for granted sometimes, but we get reminded every once in a while that life is a gift from You. Births and deaths make us see how precious Your gift of life is. I want to thank You for that gift of life to Jason and Suzanne. It felt great seeing their baby Amanda last week. Thank You for the gift of Nicholas to Sergeant Lisa.
Speaking of gifts, I've enjoyed having my nephew Andrew here these past two weeks. What a gift he is. I remember when he was born. My sister Moe had a tough first pregnancy. She left her home in Baltimore and spent the last month in bed at my mom's house in Roseville before giving birth to Andrew. I remember taking him for a walk when he was one. It was a hot summer day and all he had on was a diaper. He walked around the block for an hour and a half, bellowing at dogs through cyclone fences and walking up to strangers' screen doors and banging on them. Do You remember afterwards I told my sister that if I had a son, I wanted him to be like Andrew? You must remember because You gave me Liam, and he's more like Andrew than Andrew is.
We all want to thank You for our families. You've been good to all of us here. Thanks for letting Makenzie Kuipers and Liam draw the balls for seat selection when we were in the House. Thanks for letting me watch Representative Pestka and his son Nathan fight over his seat on Take Your Child to Work Day. Thanks for all the e-mails I get from Judge Sanborn telling me I'm his favorite Senator.
Now You've given us this Senate family. Help us see that all men are brothers and sisters and that we are all one human family. If we can do that, then we will really appreciate Your gift of life. Amen

Resolutions
Senators Patterson, Birkholz, Gilbert, Basham, Goschka, Van Woerkom, Kuipers and Olshove offered the following concurrent resolution:
Senate Concurrent Resolution No.21.
A concurrent resolution to urge the Federal Communications Commission (FCC) to use its authority posthaste to require that Voice Over Internet Protocol (VOIP) service providers make enhanced 9-1-1 emergency call services available to all customers.
Whereas, Access to enhanced 9-1-1 emergency call services is vital to the health and safety of Michigan's citizens. Enhanced 9-1-1 emergency call services route 9-1-1 calls to the designated dispatch center for the caller's location while providing the caller's name, call back number, and location, even when the caller cannot speak; and
Whereas, The public has an expectation that by dialing 9-1-1 they will immediately reach a trained responder who can provide emergency assistance, regardless of the type of phone service used and whether it operates on the public-switched telephone network, wireless network, or the Internet; and
Whereas, Many VOIP service providers offer a very limited level of 9-1-1 service or they offer no 9-1-1 service at all. Additionally, there is a very real likelihood that a 9-1-1 call made from a VOIP telephone will be lost, delayed, or misrouted; and
Whereas, Significant growth in the use and availability of VOIP telephone service, which may be indistinguishable from traditional public-switched telephone service, is expected in the near future. More than four hundred vendors are now selling VOIP; and
Whereas, The FCC has declared that a certain type of VOIP service is not subject to traditional state public utility regulation. The FCC nullified a state attempt to require a VOIP service provider to offer emergency 9-1-1 service comparable to that provided by incumbent phone companies. The FCC makes clear that it, and not state commissions, has the responsibility and obligation to decide whether certain regulations, including enhanced 9-1-1 rules, apply to Internet Protocol-enabled services like VOIP; now, therefore, be it
Resolved, by the Senate (the House of Representatives concurring), that we urge the Federal Communications Commission (FCC) to use its authority posthaste to require that Voice Over Internet Protocol (VOIP) service providers make enhanced 9-1-1 emergency call services available to all customers; and be it further
Resolved, That copies of this resolution be transmitted to the Federal Communications Commission.
Pending the order that, under rule 3.204, the concurrent resolution be referred to the Committee on Government Operations,

Senator Scott's statement is as follows:
I have some more information that I would like to share with my colleagues from my website on insurance redlining. My first one, "I support legislation to eliminate insurance redlining in Michigan, particularly in the tri-city area of Detroit. This is why I am signing the petition. I will support and sign the forthcoming five bills in the Michigan Legislature when they are passed."
Another one from Harper Woods, "When I noticed that my home insurance rates were going up significantly, I called my insurance agent. The first explanation was that we were all paying for the devastating hurricanes down South. The next year the reason given was because the insurance company was not making much money in the stock market. The next year the explanation was that we were all paying for September 11. Now turning to auto insurance, I have two sons that are now driving. I am strongly considering taking off full coverage and only having liability insurance because I cannot afford full coverage. Then, there is health insurance. I'm a school secretary and have served my community for 15 years. Now my bargaining rights may be taken away in regard to health benefits due to Senate Bill Nos. 55 and 56. I have sacrificed pay raises in order to keep benefits. Health insurance costs are a nationwide problem, not a public school employee problem. You will lose many dedicated public school employees if the state takes over with a state-run health insurance fund, me included--working one and a half jobs to pay my insurance premiums."
