The House was called to order by the Clerk.

The roll was called by the Clerk of the House of Representatives, who announced that a quorum was not present.

The Honorable Gary L. Randall, Clerk of the House, offered the following invocation:

"Heavenly Father, we come to You giving thanks for the opportunity to work and serve in this historic building. Lord, keep us mindful of the fact that in a state with over 10 million people, only a very few of us will ever have the honor of working in some capacity in this great chamber. We pray that our actions be worthy of the special trust placed in us and we ask for Your guidance as we work to make life better for all who call this great state of Michigan home. Amen."

A bill to amend 1976 PA 390, entitled "Emergency management act," by amending section 5 (MCL 30.405), as amended by 1990 PA 50.

The bill was read a first time by its title and referred to the Committee on Government Operations.

Rep. Hummel introduced

House Bill No. 6364, entitled

A bill to amend 1945 PA 302, entitled "An act authorizing the governor to proclaim a state of emergency, and to prescribe the powers and duties of the governor with respect thereto; and to prescribe penalties," by amending section 1 (MCL 10.31).

The bill was read a first time by its title and referred to the Committee on Government Operations.
