The House was called to order by the Clerk.

The roll was called by the Clerk of the House of Representatives, who announced that a quorum was not present.

Rep. Michael G. Sak, from the 76th District, offered the following invocation:

"Good morning. This is the day the Lord has made, let us rejoice and be glad in it. Heavenly Father, we thank You for this day. We thank You for raising us up this morning. For allowing us all the things that we take for granted ­ breathing, walking, talking, our friends and all the pleasurable things that we do from day to day. We thank You for the forgiveness of our sins and for Your Son, Jesus, that You continue to send for our salvation. You bless us each and every day and as we pray this morning here in the Michigan House of Representatives. I ask that You keep our military men and women and their families both here and abroad in Your safe hands so that when they are available for return back to the United States of America, their homes, their families and their communities, You bring them home safely. We also pray for the individuals who don't have as much as we do to be with them, to comfort them, to assist them, as they move forward throughout this great state. We pray for our governor, our lieutenant governor, our Secretary of State, our Attorney General and all of my colleagues in the Michigan House of Representatives and the Senate. We pray together for our legislative bodies and the works that we do together. We pray we will be here and make the correct decisions with Your guidance and Your will and in Your name, we pray, Amen."

House Bill No. 6358, entitled

A bill to amend 1939 PA 3, entitled "An act to provide for the regulation and control of public and certain private utilities and other services affected with a public interest within this state; to provide for alternative energy suppliers; to provide for licensing; to include municipally owned utilities and other providers of energy under certain provisions of this act; to create a public service commission and to prescribe and define its powers and duties; to abolish the Michigan public utilities commission and to confer the powers and duties vested by law on the public service commission; to provide for the continuance, transfer, and completion of certain matters and proceedings; to abolish automatic adjustment clauses; to prohibit certain rate increases without notice and hearing; to qualify residential energy conservation programs permitted under state law for certain federal exemption; to create a fund; to provide for a restructuring of the manner in which energy is provided in this state; to encourage the utilization of resource recovery facilities; to prohibit certain acts and practices of providers of energy; to allow for the securitization of stranded costs; to reduce rates; to provide for appeals; to provide appropriations; to declare the effect and purpose of this act; to prescribe remedies and penalties; and to repeal acts and parts of acts," (MCL 460.1 to 460.10cc) by adding section 6r.
