"Dear God, thank You for giving all of us the opportunity today to share in the fellowship of one another. We ask for Your blessing and presence on this occasion and ask that together we may prove ourselves mindful of Your favor and eager to do Your will.
We know You have given us the tools needed to live according to Your righteousness and word and only hope that on this day and all others we can perceive what is right, and seek first Your honor and glory.
Lord, as You look over us today, please bless this governing body of our elected officials and the selfless staff members, employees and volunteers who dedicate their time and energy to make this world a better place for all of God's children. May we continue to use Your spirit of wisdom to spread peace and justice at home, and through obedience to Your principles, display Your greatness through the authority of government.
In closing, we pray that our conversations and attitudes today will be pleasing to You and that we enjoy the time we have to spend together on this beautiful day.

A bill to amend 1975 PA 197, entitled "An act to provide for the establishment of a downtown development authority; to prescribe its powers and duties; to correct and prevent deterioration in business districts; to encourage historic preservation; to authorize the acquisition and disposal of interests in real and personal property; to authorize the creation and implementation of development plans in the districts; to promote the economic growth of the districts; to create a board; to prescribe its powers and duties; to authorize the levy and collection of taxes; to authorize the issuance of bonds and other evidences of indebtedness; to authorize the use of tax increment financing; to reimburse downtown development authorities for certain losses of tax increment revenues; and to prescribe the powers and duties of certain state officials," by amending section 4 (MCL 125.1654), as amended by 1987 PA 66.

(2) A DISTRICT IS ELIGIBLE FOR A PAYMENT UNDER THIS SECTION IF ALL OF THE FOLLOWING APPLY:
(A) THE DISTRICT'S PUPIL MEMBERSHIP FOR THE CURRENT FISCAL YEAR IS LESS THAN THE DISTRICT'S PUPIL MEMBERSHIP FOR THE IMMEDIATELY PRECEDING FISCAL YEAR AND THE DISTRICT'S PUPIL MEMBERSHIP FOR THE IMMEDIATELY PRECEDING FISCAL YEAR IS LESS THAN THE DISTRICT'S PUPIL MEMBERSHIP FOR THE PREVIOUSLY PRECEDING FISCAL YEAR AS CALCULATED UNDER SECTION 6 FOR THAT FISCAL YEAR.
(B) THE DISTRICT'S AVERAGE PUPIL MEMBERSHIP 1 IS GREATER THAN THE DISTRICT'S PUPIL MEMBERSHIP FOR THE CURRENT FISCAL YEAR AS CALCULATED UNDER SECTION 6.
(C) THE DISTRICT IS NOT ELIGIBLE TO RECEIVE FUNDING UNDER SECTIONS 6(4)(Y) OR 22D OF THIS ACT.
(3) PAYMENTS TO EACH ELIGIBLE DISTRICT SHALL BE EQUAL TO THE DIFFERENCE BETWEEN THE DISTRICT'S AVERAGE PUPIL MEMBERSHIP AND THE DISTRICT'S PUPIL MEMBERSHIP AS CALCULATED UNDER SECTION 6 FOR THE CURRENT FISCAL YEAR MULTIPLIED BY THE DISTRICT'S FOUNDATION ALLOWANCE AS CALCULATED UNDER SECTION 20. IF THE TOTAL AMOUNT OF THE PAYMENTS CALCULATED UNDER THIS SUBSECTION EXCEEDS THE ALLOCATION FOR THIS SECTION, THE PAYMENT TO EACH DISTRICT SHALL BE PRORATED ON AN EQUAL PERCENTAGE BASIS.
(4) IN ADDITION TO THE MONEY APPROPRIATED UNDER SUBSECTION (1), IF ANY OF THE FOLLOWING BILLS OF THE 93RD LEGISLATURE ARE ENACTED BEFORE OCTOBER 1, 2006, THEN ALL STATE SCHOOL AID FUND REVENUE RESULTING FROM THAT ENACTMENT IS APPROPRIATED FOR 2006-2007 FOR THE PURPOSES OF THIS SECTION:
(A) HOUSE BILL NO. 4951.
(B) HOUSE BILL NO. 4953.
(C) HOUSE BILL NO. 4909.
(5) FOR THE PURPOSES OF THIS SECTION, "AVERAGE PUPIL MEMBERSHIP" MEANS THE AVERAGE OF THE DISTRICT'S MEMBERSHIP FOR THE 3-FISCAL-YEAR PERIOD ENDING WITH THE CURRENT FISCAL YEAR, CALCULATED BY ADDING THE DISTRICT'S ACTUAL MEMBERSHIP FOR EACH OF THOSE 3 FISCAL YEARS, AS OTHERWISE CALCULATED UNDER SECTION 6, AND DIVIDING THE SUM OF THOSE 3 MEMBERSHIP FIGURES BY 3.".

2. Amend page 4, following line 15, by inserting:
"CAPITAL OUTLAY
Sec. 501. The department of natural resources shall require local units of government to enter into agreements with the department for the purpose of administering the natural resources trust fund grants identified in part 1 of this act. Among other provisions, the agreements shall require that grant recipients agree to dedicate to public outdoor recreation uses in perpetuity the land acquired or developed; to replace lands converted or lost to other than public outdoor recreation use; and for parcels acquired that are over 5 or more acres in size, to provide the state with a nonparticipating 1/6 minimum royalty interest in any acquired minerals that are retained by the grant recipient. The agreements shall also provide that the full payments of grants can be made only after proof of acquisition or completion of the development project is submitted by the grant recipient and all costs are verified by the department of natural resources.
Sec. 502. Any unobligated balance in any natural resources trust fund appropriation made under part 1 of this act shall not revert to the funds from which appropriated at the close of the fiscal year, but shall continue until the purpose for which it was appropriated is completed for a period not to exceed 3 fiscal years. The unexpended balance of any natural resources trust fund appropriation made in part 1 of this act remaining after the purpose for which it was appropriated is completed shall revert to the Michigan natural resources trust fund and be made available for appropriation.".

Rep. Hune, having reserved the right to explain his nay vote, made the following statement:
"Mr. Speaker and members of the House:
Senate Bill 242 included a direct line item to the Director of the Michigan State Fair of $12,300. I am uncertain of the rationale of Director Hertel's pay increase and I do not believe that neither his performance nor the financial performance of the Michigan State Fair warrants such a substantial raise for Director Hertel. Many operational issues still loom and issues, such as; children not receiving fair premiums in a reasonable amount of time, lack of attention to livestock exhibitors, financial insolvency of the Michigan State Fair, the actual dates, and the duration of the fair in no fashion warrant a pay increase to Director Hertel. The State of Michigan has been in tremendous financial strain and such a hefty pay increase to a director of a financially unstable entity is absurd, at best. I understand that the governing body of the Michigan State Fair approved a tremendous pay increase to its director and I find it unfortunate that the People of the State of Michigan are financially responsible for this action."

Whereas, Our system of governance and the process of lawmaking that are symbolized by Michigan's Capitol have their roots in history and culture that have developed over thousands of years; and
Whereas, There is a continuing need to educate and inform the public about the history and background of our constitutional system of governance and the process of lawmaking; and
Whereas, Over 120,000 people tour the Capitol each year, and over 100,000 attend events at the Capitol, the symbol of Michigan government. As a state and national historic landmark, the Capitol is an ideal forum to display educational and informational materials related to the background of our system of government and the process of lawmaking; and
Whereas, The Michigan Capitol Committee was created by 1987 PA 123 to make recommendations to the leadership of the House, Senate, and the Governor on physical changes in the Capitol; now, therefore, be it
Resolved by the House of Representatives, That we urge the Michigan Capitol Committee to recommend to the Speaker of the House of Representatives, the Senate Majority Leader, and the Governor that a display of historic documents that have impacted the country's and the state's system of governance and process of lawmaking be placed in the Capitol; and be it further
Resolved, That copies of this resolution be transmitted to the Executive Director and members of the Michigan Capitol Committee.
