SUBSTITUTE FOR
SENATE BILL NO. 559
A bill to amend 1998 PA 58, entitled
"Michigan liquor control code of 1998,"
by amending section 513 (MCL 436.1513), as amended by 2002 PA
725.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
1 Sec. 513. (1) The commission may issue to the governing
2 board of a college or university, without regard to the quota
3 provisions of section 531, a license to sell alcoholic liquor for
4 consumption on the premises of a conference center operated by
5 the governing board. Licenses granted under this subsection may
6 be used only for the sale of alcoholic liquor at regularly
7 scheduled conference center activities. The sale of alcoholic
8 liquor to unscheduled patrons or at unscheduled events is
9 prohibited under this subsection.
10 (2) Subject to the provisions of section 531, the commission
1 may issue a license to a private entity for the sale of alcoholic
2 liquor for consumption on the premises of a hotel located on land
3 owned by central Michigan university if both of the following
4 circumstances exist:
5 (a) The land is leased or subleased at fair market value to a
6 private entity that owns, leases, or subleases the hotel building
7 and its fixtures.
8 (b) The hotel and land are located within an industrial,
9 research, or commercial development park established by the
10 governing board of central Michigan university.
11 (3) Licenses issued pursuant to this section are
12 nontransferable, and the licensee shall pay the fee required
13 under section 525.
14 (4) As used in this section:
15 (a) "College" or "university" means a 2-year or 4-year state
16 supported institution of higher education.
17 (b) "Conference center" means a building or portion of a
18 building, other than a student residence hall or student center,
19 which has meeting rooms, banquet areas, social halls, overnight
20 accommodations, and related facilities for special activities
21 scheduled by the college or university, which in the judgment of
22 the commission, has been regularly used for conferences and
23 lodging of guests. The convocation center and the corporate
24 education center at eastern Michigan university, the Kirkhof and
25 Eberhard centers at Grand Valley state university, the Bernhard
26 center at western Michigan university, the Wadsworth center at
27 Michigan technological university, the West complex at Saginaw
1 Valley state university, the conference center at Big Rapids, the
2 applied technology center at Grand Rapids and the FSU-GR
3 conference center of Ferris state university, Grand Rapids junior
4 college, the Waterman campus center at Schoolcraft college, the
5 Mendel center at Lake Michigan community college, the McGregor
6 memorial conference center at Wayne state university, the
7 Michigan state university management educational center, the
8 Superior dome at northern Michigan university, Walker Cisler
9 center at Lake Superior state university, the Marie Prahl college
10 center, and the Great Lakes campus center at Mott community
11 college, the John T. Parsons and Frank L. Stulen Michigan
12 technical education center, the Gerald and Frances Oleson center,
13 the Dennos museum center, and the Great Lakes campus at
14 northwestern Michigan college, and the farmhouse at Delta college
15 are considered conference centers for the purposes of this act.
