                                                                                 A bill to amend 1978 PA 368, entitled                                             

                                                                                

    "Public health code,"                                                       

                                                                                

    (MCL 333.1101 to 333.25211) by adding section 20917a.                       

                                                                                

                THE PEOPLE OF THE STATE OF MICHIGAN ENACT:                      

                                                                                

1       Sec. 20917a.  (1) The statewide trauma care advisory                        

                                                                                

2   subcommittee is established under the emergency medical services            

                                                                                

3   coordination committee to advise and assist the department on all           

                                                                                

4   matters concerning the development, implementation, and                     

                                                                                

5   promulgation of rules for the implementation and continuing                 

                                                                                

6   operation of a statewide trauma care system.  The subcommittee              

                                                                                

7   shall consist of 10 members appointed by the director, within 90            

                                                                                

8   days after the effective date of the amendatory act that added              

                                                                                

9   this section, as follows:                                                   

                                                                                

10      (a) Two trauma surgeons who are trauma center directors.                    

                                                                                

11      (b) One trauma nurse coordinator.                                           

                                                                                


                                                                                

1       (c) One trauma registrar.                                                   

                                                                                

2       (d) One emergency physician.                                                

                                                                                

3       (e) Two administrative hospital representatives, 1 of whom                  

                                                                                

4   represents a hospital designated as a level I or level II trauma            

                                                                                

5   center by the American college of surgeons committee on trauma              

                                                                                

6   and 1 of whom represents a hospital that is not designated as a             

                                                                                

7   level I or level II trauma center by the American college of                

                                                                                

8   surgeons committee on trauma.                                               

                                                                                

9       (f) One life support agency manager.                                        

                                                                                

10      (g) Two medical control authority directors, 1 of whom                      

                                                                                

11  represents a rural county and 1 of whom represents a nonrural               

                                                                                

12  county.                                                                     

                                                                                

13      (2) The members shall serve for a term of 3 years.  A member                

                                                                                

14  who is unable to complete a term shall be replaced for the                  

                                                                                

15  balance of the unexpired term.                                              

                                                                                

16      (3) The committee shall annually select a member to serve as                

                                                                                

17  chairperson.                                                                

                                                                                

18      (4) Meetings of the committee are subject to the open                       

                                                                                

19  meetings act, 1976 PA 267, MCL 15.261 to 15.275.  Six members               

                                                                                

20  constitute a quorum for the transaction of business.                        

                                                                                

21      (5) "Rural county" means a county not located in a                          

                                                                                

22  metropolitan statistical area or micropolitan statistical areas             

                                                                                

23  as those terms are defined under the "standards for defining                

                                                                                

24  metropolitan and micropolitan statistical areas" by the                     

                                                                                

25  statistical policy office of the office of information and                  

                                                                                

26  regulatory affairs of the United States office of management and            

                                                                                

27  budget, 65 FR p. 82238 (December 27, 2000).                                 


                                                                                

1       Enacting section 1.  This amendatory act does not take                      

                                                                                

2   effect unless all of the following bills of the 92nd Legislature            

                                                                                

3   are enacted into law:                                                       

                                                                                

4       (a) House Bill No. 6102.                                                    

                                                                                

5       (b) House Bill No. 6103.
