SENATE SUBSTITUTE FOR

HOUSE BILL NO. 4139

                                                                             A bill to amend 1994 PA 451, entitled                                             

"Natural resources and environmental protection act,"                       

by amending section 43536a (MCL 324.43536a), as added by 1996 PA            

585.                                                                        

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

1       Sec. 43536a.  (1) A  person described in section 43506(3)(d)                

2   who is stationed outside of this state member of the military

3   may obtain any license under this part for which a lottery is not           

4   required for $1.00 upon presentation of leave papers, duty                  

5   papers, military orders, or other evidence acceptable to the                

6   department verifying that he or she is stationed outside of this            

7   state.  The license  shall be is valid for a period of up to 2             

8   weeks designated by the  person member of the military but only            

9   during the season in which such a license would otherwise be                

10  valid.                                                                      

1   (2) As used in this section, "member of the military" means                 

2   either of the following:                                                    

3       (a) A person described by section 43506(3)(d) who is                        

4   stationed outside this state.                                               

5       (b) A person who meets all of the following requirements:                   

6                                                                                (i) The person is a reserve component soldier, sailor,                              

7   airman, or marine called to federal active duty.                            

8       (ii) At the time the person was called to federal active                     

9   duty, he or she was a resident of this state.                               

10      (iii) The person is stationed outside this state.                            

11      (iv) The person has maintained his or her residence in this                  

12  state for the purpose of obtaining a driver license or voter                

13  registration, or both.
