A SUMMARY OF HOUSE BILL 5008 (H-3):

House Bill 5008 (H-3) would amend Section 226 of the Michigan Vehicle Code (PA 300 of 1949) to require that a vehicle registration for a motorcycle that was issued by the secretary of state would expire on the owner’s birthday.  Currently under the law the expiration date for a registration issued for a motorcycle is March 31.

FISCAL IMPACT:

The H-3 substitute provides an effective date for the change-over.  Until February 1, 2005, the expiration date for a motorcycle registration would remain March 31.  Beginning February 1, 2005, the expiration date for a motorcycle registration would be the owner’s birthday.  The substitute also includes motorcycles in subsection 6; this subsection provides for pro-rating registration taxes for registration renewals for periods greater or less than 12 months.  This subsection would direct the Secretary of State to issue prorated registrations during the change-over to birthday-based registrations.

 

To the extent that motorcycle registrations would be prorated under the provisions of the bill, registration fee revenue collected would be the same as under current law. 

Under current law, ten dollars of each original motorcycle registration fee, and three dollars of each renewal motorcycle registration fee is credited to the Motorcycle Safety Fund in the Michigan State Treasury, for a Motorcycle Safety Education Program administered by the Department of Education.  In FY 2002-03 $607,200 in motorcycle registration fee revenue was credited to the Motorcycle Safety Fund.
